SIP Officials in Charge of Guarding State Secrets Receive Theme Training


Suzhou Industrial Park authority for the protection of state secrets called a meeting on November 26 to promote political consciousness and sense of responsibility among officials, to improve their work ability, and to secure state secrets. Cai Panlin, deputy secretary of CPC SIP Working Committee and director of SIP Committee for Protection of State Secrets, spoke at the meeting. Ding Lixin, director of CPC SIP Working Committee Office and deputy director of SIP Committee for Protection of State Secrets, made a theme speech. The 100 participants included all the members of SIP Committee for Protection of State Secrets as well as the officials in charge of state secrets protection at different administrative levels in SIP.

The protection of state secrets is an important work for both the Party and the country, for it is closely related to national security and interests. The two-decade history of SIP features not only construction and growth but also continuous development of secret protection work and services. Since the state leaders of China and Singapore would pay regular visits to SIP, together with the annual meetings held by China-Singapore SIP Joint Steering Council and by China-Singapore Bilateral Working Committee, the task of secret protection work is extremely heavy on the shoulders of local authorities and officials. By following the orders of CPC SIP Working Committee and SIP Administrative Committee, all the members of SIP Committee for Protection of State Secrets and all the officials in the field work hard to fulfill their duties, setting up a complete and effective work mechanism and system, achieving standardized management of secret protection, and continuously improving the awareness and skills among leaders and those with access to secrets. As a result, there is no single case of leak in two decades and SIP Committee for Protection of State Secrets has made its contributions to local economic and social growth in a special way.

Cai Panlin named four tasks for future work in his speech, urging the officials to get a clear picture of current situation and to promote the awareness of mission, of crisis, and of responsibility, to focus on the construction of infrastructure and administration Internet and intranet, to strengthen daily management of secret information, secret protection system, and secret-related network, to improve the services of secret protection and to optimize the work style.

Ding Lixin then lectured on how to promote the awareness of secret protection, how to assign responsibilities, and how to do the work more effectively. He cited specific cases to illustrate his points, explaining the importance of secret protection work, analyzing the challenges facing all the officials, and clarifying the priorities for next stage.

The participants then watched a documentary on China's state secret theft and leak cases. Deputy Chief Li Tiande of Suzhou Municipal Administration for Protection of State Secrets and Deputy Director Xie Bing of Science and Technology Department from the provincial Administration for Protection of State Secrets explained to the audience the regulations about implementing the Law on Guarding State Secrets and how to manage and assess a secret protection system.
