On July 20, Suzhou Industrial Park (SIP) convened the mobilization meeting on ISO9001 quality management system implementation, at which the meeting participants reviewed the implementation of GB/T19001-2008-ISO9001:2008 quality management system, and studied & deployed the extensive implementation of ISO9001 quality management system in the next stage.

In March 2010, SIP Administrative Committee (SIPAC) officially launched the implementation of GB/T19001-2008-ISO9001:2008 quality management system, with the aim to better regulate the administrative actions of the government, improve the administrative efficiency and management service level, and further optimize the pro-business environment, which symbolized that SIPAC's management service level had reached a regulated, standardized and rationalized level. Along with the economic development and the improvement of safety quality system in recent years, ISO9001 quality management system is no longer exclusive to enterprises, but instead, more and more governmental bodies and economic development zones have been part of it. The adoption of ISO9001 signifies that it may continue to improve the government's management level and efficiency and optimize the pro-business services, thus making the governmental acts standardized, regulated and transparent.

The implementation mode featuring "investment promotion and land development" adopted by SIPAC in 2010 is a closed-type, however the system and mode adopted this time will be more open-ended and compatible. With a wide scope, it covers major duties of the government, and different units and businesses are welcomed to join the system at any time. Also, in order to avoid repetitive work and officialism caused by the traditional paperwork implementation, an information system is employed. While giving full play to the information system platform and combining with the preparation works (water supply, power supply and road access), rule-of-law supervision platform and online governmental affairs hall, it will develop the implementation management platform so as to ensure openness, compatibility, interconnection, and data sharing of the information systems, and avoid data isolation.
