On the morning of May 5, Suzhou Industrial Park held a mobilization meeting on promotion of transformation, upgrading and innovation-driven development, at which a series of policies such as the "implementation scheme of SIP in support of the construction of the demonstration zone of independent innovation in south Jiangsu" (hereinafter referred to as "implementation scheme") and "instructions of SIP in development of the right environment of creativity and promotion of popular entrepreneurship and innovation" were issued in a bid to create a dynamic "creators' paradise" where they can start their own businesses and make innovations and build SIP into a key pioneer of the demonstration zone of independent innovation in south Jiangsu.

The "implementation scheme" clarifies that SIP should give full play to the China-Singapore cooperation platform and do a good job in implementation of opening-up, innovation, and comprehensive experiment to promote the development of high-end electronic information and machinery and equipment industries, put great weight behind the development of new industries, new types of business and new business modes such as nanotechnology, bio-medicine and cloud computing, promote collaborative innovation by bringing together research and education, and encourage popular entrepreneurship and innovation to boost innovation-driven development. Through these efforts, SIP strives to be one of the best six national development zones by 2020, with the research and development spending accounting for more than 5% of the GDP, new-and high-technology industrial output value accounting for over 70% of the industrial output value of industries with annual revenue of 20 million yuan and industrial added value rate of over 35%. 

Therefore, to support the development of the five action plans including construction of the "right environment for creativity", SIP issues the "implementation opinions on the development of the right environment for creativity for popular entrepreneurship and innovation", which clarifies that SIP shall grant no more than 500,000 yuan startup fund and no more than 30-yuan /per square meter/ per month rental subsidy to each approved "right environment for creativity"; grant the environment no more than 100,000 yuan startup tutorship reward if a project being incubated in it receives one-off payment of 2 million yuan (or above) investment and financing; grant no more than 300,000 yuan startup subsidy and no more than 200,000 yuan popular entrepreneurship service subsidy to each project if it takes part in the well-known domestic and international startup contest recommended by the environment and wins the award or receives one-off payment of 2 million yuan (or above) investment and financing; grant full-amount subsidy but no more than 200,000 yuan a year to the professional service unit which provides service for SIP's popular entrepreneurship projects; grant an undertaker the subsidy of no more than 30% of its total expenditure with ceiling of 100,000 yuan a year if its activities are beneficial to innovation and startup.

In addition, SIP will step up support for college students' entrepreneurship in the "right environment of creativity". After the application submitted via the environment is approved, SIP will grant each approved college student entrepreneur 200 yuan rental subsidy per month, with the subsidy term no more than one year and the subsidy to each team no more than 20,000 yuan. And SIP will grant 20% of the transaction amount as a reward to the inventor if he/she successfully transfers his/her patented creation incubated in the environment, but the single bonus amount is no more than 20,000 yuan.

The "implementation opinions" clarify eight major tasks, such as to accelerate the construction of the "right environment of creativity", to encourage popular entrepreneurship and innovation, to support development of public service for innovation & startup, to strengthen clustering of entrepreneurial financial resources, to promote integrated innovation between internet and other industries, to channel great energy into attracting innovation & startup service talents and to create innovation & startup cultural atmosphere. Therefore, SIP strives, till 2020, to build up over 100 "right environments for creativity" capable of effectively meeting the needs of popular entrepreneurship and innovation by their fairly competitive specialized services, attract over 30 billion yuan non-governmental investment towards entrepreneurship and innovation projects, add over 5,000 entrepreneurship and innovation enterprises, cluster over 30,000 relevant talents and create additional 100,000-plus medium and high-level jobs, so as to further present a positive image of "Creative SIP".

In the course of transformation, upgrading and innovation-driven development, SIP has built up "InnoCorridor" to actively promote popular entrepreneurship and innovation. So far, SIP has gathered 19 cloud-type innovation incubators of distinct characteristics with a total area of 21,000 square meters and over 1,900 free work spaces for startup personnel, establishing at a preliminary level an innovation & startup eco-system characteristic of SIP conditions and "encouraging innovation and being tolerant of failures".
