Within the five years from 2010, a major focus of SIP authorities will be to introduce and cultivate 200 leading talents with high professional qualifications and 200 leading talents in innovation and start-up endeavors every year, including those of "Recruitment Program of Global Experts", "100-Talent Project of CAS", "High-end Innovation and Start-up Talents of Jiangsu Province", "Gusu Leading Talents", "SIP's Leading Technological Talents", " Leading Talents of Internationalized Scientific Disciplines" and " Leading Talents of High-end Service Sector".
        Under the direction of "Jinji Lake Double Hundred Talents Program", SIP aims to build clusters of top-notch talents, striving to double the talents with master's degrees and senior professional titles in five years, and to rank high in terms of talent indicators among national-level economic and technical development zones.
          By attracting talents and leading SIP industries via talents, and setting up a positive interactive mechanism between industrial transformation and upgrading and optimization of talents structure, the aim is to build SIP into an international talent highland of distinct intellectual and economic characteristics, the first choice for high-end talents in innovation and start-up endeavors.
 
        Leading Technological Talents Program
       SIP will select and bring into SIP 100 leading technological talents every year in the next five years (growing and incubating projects included), no less than 40 leading nanotech talents
        Innovation and Start-up of High-end Overseas Talents Program
       SIP is to give full play to the functions of national-level Innovation Base for Start-up of High-level Returned Overseas Talents, further introduce and encourage high-level returned overseas talents to innovate and start up business projects in SIP, and bring into SIP 600 overseas returned talents every year in the next five years, 20 high-end overseas talents included.
        Leading Sci-Edu Talents Program
       SIP will put into full play the leading role of Dushu Lake Innovation District of Science and Technology in SIP innovative system, encourage leading talents in scientific disciplines to carry out teaching and research work in the District, enhance the communication and cooperation among enterprises, colleges and research institutes to continuously improve the production-teaching-R&D competitiveness. In the next five years, the colleges and research institutes in the District will introduce 20 leading talents of internationalized scientific disciplines every year, and employ 20 SIP entrepreneurs as adjunct professors to implement teaching and scientific research.
        "Innovation and Start-up of Leading Talents of High-end Service Sector" Program
       SIP will develop vigorously SIP service economy and focus development on high-end service of headquarters economy, finance, logistics, service outsourcing, and cultural and creative industry, encourage all kinds of high-end service talents to work in SIP and introduce 30 leading talents of high-end service sector every year in the next five years.
           "Construction of Clusters of Leading Talents with High Professional Qualifications" Program
       SIP will build an international-standard public training base in five years and introduce a batch of international vocational qualification system, cultivate 200 leading talents with high professional qualification, train and certify 2,000 senior mechanics, and add 10,000 high-skilled talents with the level of senior mechanics, so that the proportion of high-skilled talents at or over the level of senior mechanics will accounts for over 33% that of workers with occupational skills, making SIP reach (or surpass) the level of medium-developed counties in terms of the proportion of talents with occupational skills.
