SIP Government to Subsidize Cloud Computing Businesses

Suzhou Industrial Park government announced on June 27 that it would grant subsidies on recognized cloud computing projects. The amount of subsidy for recognized pilot projects is 40% of project investment and up to one million yuan in total.

SIP Administrative Committee and CPC SIP Working Committee proposed "Cloud Program" in November 2012 and named it one of the three strategic rising sectors after biomedicine and nanotechnology. By the end of 2013, there were 302 cloud computing companies based in SIP, creating 40,000 jobs and producing total output of 14.2 billion yuan.

According to the newly announced policy, the certified cloud innovation projects will get subsidies ranging from 100,000 to 300,000 yuan at startup stage and the certified cloud service projects will be entitled to purchasing contracts with total values ranging from 100,000 to 200,000 yuan. The recognized cloud innovation incubators will get 200,000-500,000 yuan startup capital as well as up to 30-yuan-per-square-meter subsidy on office renting.

A recognized incubator also enjoys the privilege of entering its cloud innovation projects on the final interview list in proportion of its size. The recognized cloud service providers can apply for annual subsidy according to the purchasing records. The recognized pilot cloud computing projects will get subsidy amounting to 40% of project investment and up to one million yuan in total.

SIP government plans to set up a talent database to include scholars, experts, investors, and entrepreneurs so that they will give advice on products, management, and technology to local companies. The authority also encourages active participation of such social groups as SIP Cloud Computing Industry Alliance in innovation, service, incubation, assessment, and certification.

In 2013, the outputs of hi-tech and rising sectors accounted for 63.6% and 56% of total output of scale industries. The output of cloud computing, nanotech and biomed grew by 38.8%, 55.6%, and 29.4% over the previous year to 14.2, 23.3, and 14 billion yuan respectively. "There is Zhongguancun Startup Business Street in North China and we hope to build InnoCorridor in South China," said Deputy Chief Xu Wenqing of SIP Science & Technology Bureau.
