Company finishes registration for PV project despite of insufficient application documents

Bosch Auto Parts (Suzhou) Co Ltd, a branch of German multinational Bosch in SIP, on Sept 27 became the first beneficiary from the administrative service reform that SIP launched this month to allow photovoltaic projects to be registered with local authorities even when the project undertakers cannot provide sufficient application documents. 
 
In the case, the company received the approval for starting a distributed PV power generation project by substituting its good credit report for a property ownership certificate which, as part of the application documents required for the project registration, it has not acquired for a building to be completed next year. 
“This is to enable the project to be launched as soon as possible so that the company can save cost and get return on its investment early,” said Zhang Mingao, chief of Transformation Promotion Division at SIP Economic Development Committee.
According to Zhang, the privilege is only offered to enterprises with good credit, and the applicants must make the application document complete later, otherwise they will be punished.
Zhang said the new service is now only piloted among PV projects and is expected to be rolled out to other fields in the future.
