No.212[2022] Notice on Epidemic Prevention and Control of Suzhou

The coronavirus continues mutating and raging across the globe. The epidemic situation nationwide remains grim and complex as the recent local COVID-19 transmissions appeared in many places in the country. To effectively coordinate epidemic control and socioeconomic development, and implement anti-COVID measures in a more scientific and precise manner, this notice hereby specifies the following rules regarding optimizing epidemic prevention and control measures as per the layouts of the country and province and the actual situation in the city:

1. Report traveling information in advance

For those who have been to low-risk or high-risk areas recently, return to their destinations after coming from overseas and finishing quarantine, and come (return) to Suzhou from other provinces, they should register their information on the "Information Registration Platform for Arriving Travelers" 24 hours in advance or report to the residential communities (villages), accommodating hotels or employers at their destinations. After arrival, please strictly follow anti-epidemic rules and perform personal health monitoring.

When receiving calls (messages) and are requested to cooperate in COVID-19 investigation by reason of abnormal nucleic acid test results or close contacts, please report to local anti-epidemic authorities at once to avoid transmission of the virus or severe consequences.

2. Implement differentiated management

(1) Overseas travelers should undergo "five days of centralized quarantine and three days of home quarantine."

(2) Close contacts should undergo "five days of centralized quarantine and three days of home quarantine."

(3) Workers in high-risk positions who have finished closed-loop works should undergo "five days of health monitoring at home."

(4) Travelers who have been to high-risk areas in the past seven days should undergo "seven days of home quarantine."

(5) Travelers who have been to low-risk areas in the past seven days should take three nucleic acid tests in three days, during which they are advised to avoid organizing or participating in offline meetings, teaching offline courses, entering enclosed venues such as dance halls, bathing places, movie theaters and internet cafés, or participating in gatherings such as dinner parties and weddings.

3. Take nucleic acid tests

(1) Interprovincial travelers must take one nucleic acid test within 12 hours of arrival, and three tests in three days. Travelers from other cities in the province are advised to take one nucleic acid test within 12 hours of arrival. Before the results come out, they should avoid crowded places or gatherings, and wear masks properly when going out.

(2) Passengers need to produce 48-hour negative nucleic acid test results when taking airplanes, trains, interprovincial buses, and interprovincial ships.

(3) During regular epidemic prevention and control, people in high-risk positions and key groups must take nucleic acid tests as required; visitors checking in hotels and entering scenic areas should provide 72-hour negative nucleic acid test results. Special groups such as kids under three need not to provide negative nucleic acid test results when taking transport, checking in hotels or entering scenic areas. Medical institutions, schools, elderly nursing homes, and child welfare institutions should implement epidemic prevention according to industrial regulations.

(4) In the event of local COVID-19 breakout, regional nucleic acid testing and screening will be carried out. Anti-epidemic authorities at all levels will publish plans for nucleic acid testing and rules for verification of test results at public venues, rail transit stations and buses.

4. Intensify management at various venues

(1) Enterprises, public institutions, public venues, public transport and scenic spots should urge visitors to scan the venue code and wear masks properly when entering and check their temperature, travel records, health codes and negative nucleic acid test results (or sampling certificates of the day).

(2) Enterprises should strictly check the travel records of visitors, employees who return to work, and trainees, and allow them to enter only after ensuring they are healthy.

(3) For venues and units that fail to ask visitors to scan venue code and wear masks properly, check their certificates, or press key groups to take nucleic acid tests as required, competent authorities should urge them to carry out rectification work.

5. Fulfill primary responsibility

Enterprises and public institutions should remind those coming or returning to Suzhou to take "arrival test" and participate in regional nucleic acid testing in no time.
Hotels, B&Bs, bathing places where people can stay overnight and other lodgings should strictly check negative nucleic acid test results (or sampling certificates of the day), urge travelers to take "arrival test" and abide by follow-up nucleic acid test requirements, and report at once when detecting people from epidemic-related areas.

6. Strengthen joint prevention and control

When finding travelers who have been to low-risk, high-risk areas or epidemic-related key areas in the past seven days and fail to report in a timely manner or undergo health management as required, residents can call "12345" or "110", or contact local epidemic prevention and control authorities.

7. Stick to self-protection

Getting vaccinated is an effective way to prevent COVID-19. Residents, especially those over 60 who are eligible to be vaccinated, should receive full vaccination and a booster shot as soon as possible to build herd immunity barriers.

We call on all residents to fulfill their responsibility in epidemic prevention and raise awareness of self-protection, proactively follow prevention and control rules, and continue wearing masks, washing hands and ventilating frequently, and using serving chopsticks. Seek medical treatment at the nearest medical facility as soon as possible with proper personal protection measures taken when symptoms such as fever, dry cough, fatigue, nasal congestion, nasal discharge, sore throat, reduced sense of smell and taste, conjunctivitis (pink eye), muscle pain and diarrhea show. Avoid using public transport when seeking treatment.

This notice shall be implemented from the date of publication and will be dynamically adjusted according to the epidemic situation.
