Suzhou Industrial Park (SIP) is a key bilateral cooperation project between China and Singapore governments. The success of its construction and development reflects in a sense the achievements of reform and opening-up policies as well as the efforts of exploring the way of achieving socialist modernization in China. SIP is the result of a strategic decision on further expanding opening-up in China and on reinforcing the ties with Singapore; two countries signed official agreement on February 26, 1994, to join hands in launching the project. This is another key national strategy in China after the establishment of special economic zones, the promotion of economic development zones, and the development of Pudong area. What makes it unique is that this is one of the first efforts to build partnership with foreign countries, especially with neighboring countries,

which effectively publicized the image of an open China to the outside world. ……
