Three Development Stages of Informatization in SIP
Since its founding in 1994, Suzhou Industrial Park has made the construction of informatization one of its top priorities. As the flagship cooperation project between China and Singapore, SIP keeps improving information infrastructure, launches e-administration, encourages local electronics manufacturing, software, and IT sectors. After 16 years of continuous efforts, SIP has witnessed the steady and rapid growth of informatization, the popularization of IT applications, and their promotion to economic and social development. In general, the development of informatization in SIP has gone through three stages.
Stage 1 (1994-2000): a Start
The two focuses during period of time were office automation (OA) and customized applications. The OA system features the procurement of PCs, the upgrading of hardware, and the building of local area network. For example, when SIP Administrative Committee moved to International Building in 1999, the technical team introduced Cisco ATM network. In spite of the cutting-edge hardware and complicated software system, the actual feedback from users was unsatisfactory. The building of application systems for administrative authorities was mainly driven by specific needs of different offices. Due to the actual demand on processing a large amount of data for the purpose of topographic mapping and CAD drawing, SIP introduced GIS data model and platform developed by Singapore and mainly centered on CAD applications, which has laid a solid foundation for further development.

According to the world experience, the pillar industries in modern society include designing, planning, marketing, and R&D, which are at the two ends of the "smile curve"
and can get the biggest share of value. Therefore, in a world with increasingly limited resources and energy, informatization is the future of industrial upgrading and the key to economic transformation.
