Suzhou Industrial Park combines various elements of city, garden, industry, business, and life by centering on people, stressing harmonious development, and managing to achieve balance between growth and the public benefits, the public prosperity and the personal happiness. As a rising new district in the east of Suzhou, SIP makes the ancient Suzhou more glamorous. In 2004, CCTV praised Suzhou as the city with the leading economic strength and most energy in China. The comment made by the judge panel on Suzhou is: "An oriental city of water that the world spends twenty five centuries reading, a modern industrial park that spends ten years sharpening its edges with an aim to surpass the past glories, Suzhou plans its modern economy with the skill of building an exquisite garden and bridges the east and the west with the unique technique of double-sided embroidery." In a sense, SIP serves as the platform for the city to bring together the east and the west.
 
 
        The fourth business circle in Suzhou Industrial Park, the Jinji-Lake-Rim Area, aims to lead the integration of the city with the international business communities and has rapidly gathered people, businesses, and money for this new city center.

        Suzhou Municipal Government clarified in 2007 the strategy of expanding the downtown area to the east, building CBD in SIP and new town in Hudong, and deciding on the new planning goals of two centers, three sub-centers, two axes, and three belts, among which Hudong business center located in Suzhou Industrial Park is one of the two centers.
        At present, living service businesses of culture, recreation, dining and wining, star hotels, and high-end office buildings are growing rapidly in SIP, and the leading facilities include Suzhou Science and Cultural Arts Center, Ligong Causeway business complex, Suzhou International Tower, and Jinji Lake Grand Hotel. These facilities lay a solid foundation for the leap growth of local business, to which Harmony Times Square makes the most outstanding contributions and the project also indicates that SIP has become one of the business centers in the city.
        Currently, there are three business sub-centers in SIP, the west area centering on RT-Mart, Carrefour, Auchan, Wal-Mart, the area gathering Xincheng Building, Rainbow Department Store, and Shihui Neighborhood Center in the middle, and the high-end business complex centering on Harmony Times Square in the east.
 
        Suzhou Industrial Park integrates urban and rural social security systems and manages to achieve a continuous and steady growth of resident income. The average salary of local working population reaches 37,700 yuan, and the rural per capita net income is 15,000 yuan, both registering about five times increase over the early period of its development. An expanding and growing SIP also benefits more people, with a total population of 490,000 living and working here, including the locals and those from other cities in China or even from other countries.

>> Benefiting the Public with Fruitful Achievements in SIP
        On the basis of Singapore Central Provident Fund (CPF), SIP created a new PF system according to actual conditions and gradually covers landless farmers so as to improve the living quality of local farmers and to benefit the entire population.
        According to the PF regulations, both enterprises and public undertakings in SIP should contribute 22% of payroll together with the same amount out of their own budget to the PF accounts of staff. When the employees collect their salary every month, their personal accounts have a special item of PF equaling to half of the monthly salary. As for its use, 9% will go to the social pooling for pension and major medical insurance, and the rest will be used for housing, health care, pension, and unemployment relief.
        This PF system adopted in SIP is the only one of its kind in China and it offers a package solution to pension, medical care, maternity, housing, unemployment, and other social security issues for employees without adding extra burden on companies and reducing personal income.
        At the same time, SIP also encourages the industry to nurture agriculture and urban areas to support countryside. It started to cover the local landless farmers with social security system on March 1, 2009 so as to introduce the PF system to towns and villages step by step.

>> Boosting SIP with Science and Education
        SIP has always followed the strategy of building a prosperous city district on the basis of technologies and education. Local authorities make the development of education their top priority and also promote various reform and innovations under a centralized management system. With basic, vocational, higher, adult, and rural education programs, SIP manages to realize a relatively comprehensive modern education system by cooperating with foreign education institutions, exploring new vocational education models, and promoting quality education.
        In Dushu Lake Education Innovation Park, there are 11 campuses founded by prestigious domestic universities including Renmin University of China, Nanjing University, and Wuhan University. The founding of Xi?an Jiaotong-Liverpool University (XJTLU) opens a new field of cooperation with foreign countries. In addition, the fundamental education system becomes well balanced with 65 community schools scattered in three towns and two neighborhood areas.
        At present, among the working population in SIP, there are 155,000 with at least junior college diploma, which makes it rank the first among national economic and technological development zones, 5,100 foreign experts, and nearly 2,000 with an education background in foreign countries who founded more than 200 companies.
 
        Suzhou Industrial Park, a pioneer in experimenting new policies and measures, is becoming an important window for China to understand the outside world and playing a more obvious demonstration role. Its success urges more and more Chinese to learn and adapt the useful experience of other countries with more open concept and more positive attitude.

>> Introducing SIP Experience to the Entire Country
        The new concepts Suzhou Industrial Park introduced to realize its leap growth have become one of the three secret weapons of reform, development, and opening-up in Suzhou and been known as SIP Experience with four key elements of Learning, Innovation, Harmony, and Win-Win Cooperation. Besides learning from others, SIP is also disseminating its successful practices in other places.
        During the past 15 years, a total of over 10,000 delegations visited and investigated SIP at an annual average of 700 and daily average of two. The Ministry of Commerce issued a document in 2008 introducing and promoting the successful adaptation and development of Singapore software experience in SIP.
        To expand its influence, Suzhou and Suqian Municipal Government joined hands in 2006 in launching a cooperation project, Suzhou-Suqian Industrial Park (SSIP), which copied the planning, construction, development, and management practices in SIP and "reproduced" another SIP in Suqian City. In 2009, Suzhou and Nantong signed cooperation agreement on the development of Suzhou-Nantong High Tech Park and this is the first time that SIP introduced its successful model to the north of the Yangtze River.
