The fundamental reason why SIP has obtained such great achievements in 15 years is the inexhaustible driving force derived from system and mechanism innovation.
With China-Singapore Suzhou Industrial Park Development Company Limited (CSSD) in charge of infrastructure development, business promotion, project management, and consultancy, SIP has always followed the market principles and adopted a new construction model separating government functions from enterprise management and sticking to market operation.
SIP emphasizes the leading roles of governmental investment and state-owned enterprises in such fields as strategic development, gathering businesses, and technological innovations so that both of them continue to be pioneers and leading forces.
According to the requirements of building small government and great society and realizing flat management model, SIP authorities follow the principles of being more streamlined, unified, and efficient in integrating governmental functions, reducing management levels, separating authorization management from authorized development, simplifying prior approval procedures, stressing supervision so as to fulfill its responsibilities of social management and public services and to improve administrative efficiency.

>> Piloting and Creating Chinese Characteristics
Since 1994, China-Singapore SIP Joint Steering Council has held 11 meetings and the State Council has issued seven documents guiding SIP in such key issues as goal programming, management authorization, and supporting policies, stating clearly that "all the measures that are in line with the direction of reform can be first applied in SIP and those no one can tell for sure at the stage can also be applied on a trial basis in SIP", which makes SIP a special area different from other national development zones.
SIP also explores the reform measures in customs clearance, technological innovation, and environmental protection, creating several national records including the first education project in cooperation with foreign college, the first bonded logistics centre (Type B), the first SZV air-land transfer mode, and the first integrated free trade zone in the country, which makes SIP an experimental field for new policies on reform and opening-up in China.
To speed up industrial transformation and upgrading and to grasp the opportunities in the transfer of international service sector, SIP is the only test area for national policies encouraging the service companies to adopt advanced technologies and builds the first National Service Outsourcing Pilot Base.
Moreover, SIP also builds eight national bases on the commercialization of research achievements covering such sectors as electronic information, integrated circuit, and animation. It launched the first venture capital fund with foreign investment and the first guiding venture capital founded jointly by Ministry of Science and Technology and China Development Bank. |
