    On the morning of September 21, Suzhou Industrial Park government called a meeting of leading cadres on the implementation of the resolutions of the 11th Municipal Party Congress. The participants included Secretary Ma Minglong of SIP CPC Working Committee, Director Yang Zhiping of SIP Administrative Committee, members of SIP CPC Working Committee, and the chiefs of bureaus and departments, representatives of the units subordinated directly to SIPAC, township and villages, communities, and corporations.
    Secretary Ma Minglong urged the cadres to learn the congress resolutions and accomplish all the planned tasks of the year.
    Ma pointed out several issues that local officials should pay special attention to. For one thing, the top priority for the development of Suzhou is to be a leader in basically achieving modernization by the end of the 12th Five Year. For the other, the municipal government decided that SIP should become a comprehensive business district.
    At the same time, the eight strategic measures adopted at the congress are closely related to the economic transformation and upgrading in SIP and the work focuses of SIP authorities included securing livelihood, optimizing economic structure, innovating technologies [MORE]

    As a flagship cooperation project between the governments of PR China and Singapore, Suzhou Industrial Park has always been at the frontier of reform, opening up, transformation, and upgrading. Currently, its development pattern is changing from "Made in SIP" to "Created in SIP" and from "rapid growth" to "inclusive growth". As a result, both economic and social development has shifted to the fast lane.
    In its history, SIP has experienced the five years of the most obvious improvement of comprehensive strength, the fastest transformation and upgrading, the best growth quality and efficiency, the biggest change of city skyline, and the most benefits for the people. During this period, SIP has realized 230.9 billion yuan fixed assets investment, used 8.9 billion US dollar foreign capital, and recorded 133.02 billion yuan regional GDP and 13.32 billion yuan local general budgeted revenue in 2010, registering 2.3 and 3.2 times more than that at the end of the 10th Five Year respectively.

    With the support of the two governments, China-Singapore SIP Joint Steering Council held five meetings during the past five years, and SIP sent more than 800 people to Singapore for training programs to learn the successful experience of the Garden Country. SIP government manages to get a series of preferential policies including the first inland integrated
free trade zone and the first
experimental area in China
for encouraging technologically
advanced service companies.
