In 2008, the CPC Central Committee initiated Recruitment Program of Global Experts, calling for efforts in recruiting about 2,000 top-notch scientists and talents in 5-10 years, who are able to make breakthroughs in key technologies, develop high-tech industries and lead new research projects to start up careers in China.
      Currently, over 3,000 returned overseas students have been attracted to build hundreds of sci-tech enterprises in Suzhou Industrial Park (SIP). In October 2009, SIP was officially recognized as Innovation Base for Start-up of High-level Returned Overseas Talents, becoming the only base in Suzhou and one of three in Jiangsu Province. At the end of June 2010, among the four batches of talents in the Recruitment Program of Global Experts announced by the Organization Department of the CPC Central Committee, SIP claimed 11, leading in Suzhou and ranking high in the nation.

   Cui Zheng had his phD degree in 1988 in Electronic Engineering. He joined the Central Microstructure Facility, Rutherford Appleton Laboratory in 1993 and became a Principal Scientist and group leader since 1999. Since 1989, Cui has gained 20 years' abundant experience in micro and nanofabrication. In 2009, Cui was invited to be a researcher of Suzhou Institute of Nano-Tech and Nano-Bionics (SINANO).

Prof. Liao of Soochow University Finds SIP Inspiring
   Prof. Liao Liangsheng is mainly engaged in the research of semiconductor physics and semiconductor device physics, applied surface and interface physics, organic semi-conduct devices and semiconductor film materials. He went to Kodak Company, USA, and worked there as a researcher of R&D department in December 2000, and applied over 50 American patents during the eight years of semi-conductor devices research, and was awarded "Outstanding Inventor" of Kodak.
   Prof. Liao came to work at Functional Nano & Soft Materials Laboratory of Soochow University in Dushu Lake Higher Education Town in March 2009.

   On January 17, 2010, in response to the sincere call of his mother country, Japanese Chinese Hiromi Nagaumi (Zhang Hai) came back to China and worked at Suzhou Non-ferrous Metal Research Institute in Suzhou Industrial Park (SIP) as the director and professor of Research Institute of Foundry, in charge of the R&D and cultivation of PHD students.

Jing Jianping, the Japanese Returnee, Writes His Innovation Story in SIP
   Jing Jianping is a native of Suzhou. In 1992, he went to Japan to study electrical engineering in Shibaura Institute of Technology and after his graduation, he did PHD researches in Tokyo Institute of Technology and others while working. In July 2007, after one year's preparation, together with his middle school classmates who returned from Canada after completing their studies, Jing established Suzhou KTI Semiconductor Manufacturing Machinery Co., Ltd. (KTI).

   Tan Yaolong, recently elected in the third batch of Recruitment Program of Global Experts, graduated from University of California, Los Angeles (UCLA). He is now the general manager of Triductor Technology Inc., which was established in Suzhou International Science Park (SISPARK) after he returned back home in 2006.

    Wu Chun, the Biology Ph.D. of University of Manchester who had worked in BD and New Englandlbas, is the founder of Abgent and has 20 years' experience in R&D of molecular biology and immunologic application tools.
   On May 21, 2009, Wu Chun founded his third company, Abgent Biotechnology (Suzhou), in Suzhou Industrial Park Biobay following America and Shanghai. Abgent is mainly engaged in the innovative project of the antibody library, cell lines and related reagents based on human genome and proteome.    In 1993, Sun Jianyong went to American to study as a postgraduate after graduating from Tsinghua University. Sun subsequently entered Cisco and took up the posts of designing controller, manger, and chief designer.
   In 2005, Sun moved his home back to Suzhou Industrial Park with several American patents of advanced technologies, and founded Centec Network (Suzhou) Co.
