On the 12th Suzhou Industrial Park China-Singapore Joint Steering Council Meeting, SIP's development plan for the next 15 years was formulated, namely, the proportion of service industry to GDP to reach about 55%, that of hi-tech industry output to gross value of industrial product constitutes about 75%, that of R&D input to GDP about 6%, and that of talents to population about 50%. Therefore, during the period of transformation and upgrading, SIP has decided to develop "three key points" in 10 major battlefields, that is, to develop service-oriented and innovative economy and build up talents highland in CBD area, SIP Dushu Lake Sci-Edu Innovation Park, SIP Eco-Science Hub, SIP Logistic Park, Yangcheng Lake Peninsula, General Business District of Shanghai-Nanjing Intercity Railway SIP Station, Moon Bay, SIP Shahu Lake Equity Investment Center, three towns under SIP's jurisdiction, and business strip along Donghuan Road.  
   
 
    The 12th Five-Year Plan is crucial period to the transformation and restructuring of Suzhou Industrial Park, and the 12th Suzhou Industrial Park China-SingaporeJoint Steering Council Meeting also clarified the tasks and goals for next 15 years, that is, to improve industrial structure, to continuously promote hi-tech sectors, to encourage service-oriented economy, to strengthen innovation capacity, to build professional teams, to guide the development with high-end talents, to protect environment and ecology, and to create a harmonious and developed society with beautiful environment.
     To fulfill these tasks, SIP authorities proposed three focuses of service, innovation, and talents. A service-centered economy emphasizes finance, background service, equity investment, tourism, culture, conference and exhibition, and service outsourcing; while innovation-oriented economy can be achieved by carrying out 3+5 industrial development plan and promoting five rising industries with nano-tech as a strategic sector.
     To win the campaign, SIP authorities chose ten battlefields with specific aims and tasks. They are CBD area, Dushu Lake Sci-Edu Innovation Park, Eco-science Hub, Logistics Park, Yangcheng Peninsular, Shanghai-Nanjing Railway SIP Station Business Area, Moon Bay, Shahu Equity Investment Center, East Ring Road area, and three rural towns

    The planning area of CBD in Suzhou Industrial Park (SIP) is about 5 square kilometers with a construction area of more than 12 million square meters, in which there will be over a hundred high-rise and super high-rise buildings in the height of more than 80 meters and 20 super high-rise buildings of the height of over 200 meters, and 3 super high-rise buildings of the height of over 300 meters. At present, some projects have already been put into use in the planned CBD area, such as International Tower, Renaissance Suzhou Hotel, Suzhou Science and Cultural Arts Center, Suzhou International Expo Center and Administrative Center, which have attracted more than 500 various commercial enterprises.     Suzhou Industrial Park (SIP) Administrative Committee and University of Dayton signed Memorandum of Understanding (MOU) on Strategic Cooperation on December 3. Both parties agreed to establish Dayton China Research Institute (Suzhou) as the goal of strategic cooperation and to work together to build the institute into a high-tech research fruits transformation base and high-level talent cultivation and training base of Dayton in China.
    It is the second world-renowned foreign university that SIP Sci-Edu Innovation Park had introduced in the past 20 days: on November 15, National University of Singapore (NUS) officially signed to establish the National University of Singapore (Suzhou) Research Institute in Sci-Edu Innovation Park. It has gathered 16 universities famous both at home and abroad such as Renmin University of China (People's University of China), Wuhan University and University of Science and Technology of China at present, as the "main battlefield" of the current transformation and upgrading of SIP.......[more]
 
 
    As an exemplary project of the cooperation between China and Singapore on environmental protection, ecological construction, utilization of resources and construction of green living, SIP Eco-Science Hub mainly aims to build a regional demonstration base on ecological development and a highland of environmental protection industry as main carrier of green industry and high-tech industry development of SIP. At present about 30 enterprises have settled in SIP Eco-Science Hub and initially formed industrial clusters led by environmental protection industry.

    On December 17 2006, the State Council officially approved the establishment of Suzhou Industrial Park (SIP) Integrated Free Trade Zone, specifying that it would enjoy the policies of Yangshan Free Trade Port Zone on taxation and foreign exchanges, and on January 15, 2008, the first integrated free trade zone in the country was officially put into sealed customs operation.    Moon Bay by Dushu Lake, a business area for SIP Dushu Lake Sci-Edu Innovation Park designed by USA UN+ Architects by the high standards of CBD, covers a land area of 0.73 square kilometers and a construction area of 1,110,000 square meters.
    After one-year construction, the first-phase four projects have progressed steadily according to the plan. With the total construction area of more than 370,000 square meters and the investment of about three billion yuan, Genway Plaza, Landmark Hotel, Education Building, and International Center will provide multiple business facilities of star hotel, serviced apartments, and high-grade offices. Except for the International Center at the stage of exterior wall decoration, the other three buildings are at the final stage of interior decoration.     Jointly initiated and established by Suzhou Ventures Group (SVC) and China Development Bank Capital Co., Ltd., the first and largest state-level yuan-based fund of funds (FOF) with a total value of 60 billion yuan, was approved by State Council of the PRC and set up in Suzhou.
    The fund would be worth 15 billion yuan during the first phase of operation and used as Private Equity (PE) FOF and Venture Capital (VC) FOF. The PE FOF would mainly invest in funds focused on industrial mergers and acquisitions to promote industrial integration, while the VC FOF would focus on the start-up and growing venture capitals to support small and medium-sized sci-tech enterprises.     In 2009, the local GDP, local general budgetary revenue, registered foreign capital and paid-up foreign capital of three towns in Suzhou Industrial Park (SIP) were 53 times, 488 times, 38 times and 22 times respectively as much as those of 1994. The economy of towns is much better than before, however, along with the continuous growth of GDP there comes a bottleneck period, that is, by the words of the Party secretaries of the towns, transformation and upgrading is imperative, since "there is no land left to sell".

    In 2006, Suzhou Industrial Park (SIP) launched the renovation project of Donghuan Road. In 2009, RT-Mart and Incity in Donghuan Road area opened for business. And in 2010, the construction of several commercial projects such as Vanke International Plaza, Brilliant Eastern Ring Plaza and Hengrun Home Block is in steady progress, which effectively promotes the commercial quality of Donghuan Road area.
    Vanke International Plaza, the first urban complex project in Suzhou, was invested by Vanke, the pace setter of China's real estate industry. When it laid the foundation in July, Donghuan Road became the focus of the industry once again.
    At that time, the construction of Hengrun Home Block, another complex project on Donghuan Road was basically concluded.     In 2009, SIP received a total of 178,700 inbound tourists, which brought foreign exchange earnings of 52,822,700 USD, and 2,500,000 domestic tourists. From January to October this year, there were a total of 204,400 inbound tourists, registering a year-on-year growth of 42.71% and accounting for 10.12% that of Suzhou. A total number of 5,266,000 tourists visited tourist attractions in SIP, registering a year-on-year growth of 9.1% and 6.8% that of Suzhou.
    According to the tourism master plan of SIP, by the year 2015 the gross income of tourism is estimated to be 10 billion yuan and 540,000 inbound tourists with 158 million USD of foreign exchange earnings from tourism and the total number of domestic tourists is estimated to be 7,470,000 with 9 billion RMB revenue from domestic tourism.
    In 2010 SIP was recognized as National Demonstration Zone on Business Tourism and Jinji Lake Scenic Area as 4A-Grade National Scenic Spot by National Tourism Administration. ......[more]
 
 
    Shanghai-Nanjing Intercity Railway started operation on July 1, 2010, and Suzhou Industrial Park Station will be an important hub for logistics, passenger transportation, and commercial activities when its supporting facilities are built up.
    On the completion ceremony of supporting facilities of SIP Station, Ma Minglong, Executive Member of CPC Suzhou Municipal Committee and Secretary of SIP Party Working Committee, said that SIP would carry out comprehensive transformation in a 2.5-square-kilometer surrounding area. By virtue of the intercity railway, the significant passenger hub, this 1.9-million-square-meter area would be built into an urban functional complex with integration of business & offices, commerce, residential quarters, entertainment and R&D, and its phase-1 would be completed in 2-3 years.......[more]
