Suzhou Industrial Park Computer & IT Center cooperated with other authorities in launching the online service portal (http://eservice.sipac.gov.cn) for local companies on January 1 this year. The website integrates several administrative systems and includes the database of SIP enterprises, which enables corporate users to have access to these systems by registering and logging on with password.

The launching of the online service portal is a milestone achievement of information project in SIP after years of development and accumulation.
The information services in SIP have undergone three stages. The initial stage before 2004 featured publishing, that is, the local government published information on official website. The second stage from 2004 to 2007 featured interaction between the authorities and enterprises, introducing a group of application systems on statistics reporting, patent application, and one-stop online examination and approval. In the process of industrial upgrading and transformation, the development of geographic information system (GIS) faces the challenge of how to better support the government in decision-making through effective use of various geographic data so as to better serve the companies and the public.
Introduction
Suzhou Industrial Park started to build the GIS in 1996 and the database involves comprehensive information of land, planning, real estate, and underground pipelines. The land, planning, property, and public utility authorities have benefited from the system and their work efficiency has been greatly improved.

Suzhou Industrial Park launched its official website (www.sipac.gov.cn) in 1996. At first, the name-card website structure met the need of promoting the project and attracting investment. Then the website integrated various administrative services and acted as a bridge between the government and the public. With the steady progress of regional development and city functions, the focus turned to the construction of online platform publishing news and providing services.
Dot Gov is no Ornament
As the manager and maintenance unit of the portal, SIP Computer & IT Center created a dedicated editorial office in 2001 and recruited four teams in charge of Chinese, English, Japanese versions, and backstage maintenance in 2005.
The efforts finally paid off in terms of satisfactory viewership statistics. According to a survey made by Alexa the web information company and RightSite with the most authoritative China industrial park directory, SIP ranks the first among the country's development zones and industrial parks with the most page views from mid-2010 till today. Last year, the page views (PV) of SIP website amounted to 3,880,784 (10,632 per day), the unique visitors (UV) totaled at 1,301,022 (3,564 per day). A Training Session
SIP authorities held another theme training session on learning from Singapore during June 27 through July 6 and the main topic this time was the information construction in the Garden City. The instructors reviewed the history and philosophy of Singaporean information technology and e-administration. What impressed Director Yuan Biao of SIP Computer Information Center most in the training was that almost all the teachers would emphasize the importance of an information strategy to a country in want of resources. The strategy has become a common sense and a core value in Singapore rather than a slogan.
As a matter of fact, Singapore is not the only one in the world stressing information technology and globalization. In order to improve governance efficiency and competitiveness, more and more countries turn to e-administration system as a solution. As a result, new technologies and theories come along with the urgent needs, creating new requirements and directions.
