AUTHORITATIVE APPRAISAL

 

 

"People's Daily" from China: The joint development of Suzhou Industrial Park between China and Singapore has set a good example for international cooperation.


"Outlook Weekly" from China: China was greatly inspired by the development mode of Suzhou Industrial Park.

 

"Mediacorp" of Singapore said SIP has been ready for China's strategy of sustainable development and new technology orientation.

 

"Newsweek", "Far Eastern Economic Review" and "The Wall Street Journal" of the U.S. respectively quoted Suzhou as one of the nine emergent new-tech cities around the world and the frontier city of global high-tech economies, to which SIP's great contribution was much emphasized.

 

"Information Journal" of France regarded SIP as the new silicon valley.

 

 "Corporate Location" of UK deemed SIP as a top-ranking industrial park in Asia.

An investment guide survey by "Sankei Shinbu" of Japan showed that the whole Suzhou area including SIP has become the top choice of Japanese enterprises for their overseas migration of manufacturing base.

In the assessment by Taiwan Electrical and Electronic Manufacturing Association (TEEMA), SIP ranked No.1 among all the industrial parks in mainland China, standing out in aspects of comprehensive strength, investment risk reduction, investment commitment implementation and transparent administration environment, etc.

 

REGIONAL GROWTH POLE

 

 

With only 3.4% of the total land and 5% of the total population of Suzhou, SIP contributes around 16% of Suzhou's GDP.


Four "Hundreds of Billions" achievements: In 2009, the amount of GDP, accumulated taxes, utilized foreign capital and registered RMB capital exceeded hundreds of billions RMB respectively.

By end of 2009, 79 Fortune 500 companies have made investment in SIP with a total of 125 projects. Over 100 projects have investment exceeding 100 million USD. The investment intensity amounts to 1.7 billion USD per sq km in the China-Singapore Cooperation Zone.


A HUB OF ADVANCED INDUSTRIES

Driven by the "dual-engine" of advanced manufacturing industry and modern service industry, the industrial structure that develops both domestic and foreign enterprises has come into being, with high-tech industry as its core, advanced manufacturing industry as its pillar, and modern service industry as its backbone.

 

A series of competitive industrial clusters have formed in fields of IC, TFT-LCD, automotive and aeronautical parts, software, outsourcing services, biopharmaceutical and etc.

A PILOT ZONE OF INNOVATION AND ENTREPRENEURSHIP

 



The percentage of R&D input in GDP proportion increases 0.5 points annually, and reached 4.2% in 2009. 

 

Over 3 million sqm of functional incubators have been built up; 384 high-tech enterprises and 160 R&D institutions have settled in; 10 innovation bases of national level and over 20 public service platforms have been ready in SIP.

 

An innovation and entrepreneurship base for high-level talents returning from overseas.

The number of patent applications increases 50% annually, and over half of the total are patents for invention.

 

A NEW TOWN WITHIN FINE ENVIRONMENT

Infrastructure

The 80 sq km of China-Singapore Cooperation Zone has completely met the standard of "9 Utilities and Leveled Land".


"9 Utilities and Leveled Land" refers to: Roads, Power Supply, Water Supply, Gas Supply, Steam Supply, Sewage System, Storm Water Drainage, Telecommunication, Cable Television, Leveled Land.

Power Supply: Power is tapped from three different sources with a dual feed system, ensuring sufficiency and reliability. SIP has its own power generation plants-Huaneng Power Plant and Blue Sky Power Plant, with a total planned capacity of 3600 MW.

 

Water Supply: Water is tapped from the Tai Lake. The water quality surpasses the national standard and has achieved international standard.  The planned daily capacity reaches up to 1.1 million tons.

Gas Supply: SIP has switched to using natural gas with heat value over 8000 kcal/m3. The dedicated supply pipeline is ready to provide a variety of industrial gases of different purity.


Steam Supply: SIP adopts a centralized method for its steam supply with a capacity of 290 tons/hour. 

 

Sewage and Dangerous Waste Disposal: SIP adopts drainage and sewage systems. All sewage in SIP will be collected, treated and disposed properly according to the national standards. The planned daily disposal capacity could reach 900,000 tons. There are several professional enterprises carrying out the disposal of solid wastes with advanced equipment and high capability. Currently all solid wastes in SIP are duly disposed and buried.


Telecommunication Service: The telecommunication network is able to provide a wide range of services including IDD calls, international roaming, wireless paging, video/phone conferencing with major cities of China, fax, ISDN, LAN, ADSL, DDN and etc.

Postal Service: Local and international couriers are available in SIP, which can provide convenient and efficient courier services.


Safety/Accident prevention Unit: SIP has a specialized, well equipped agency to cope with industrial accidents such as those caused by chemical, electronics companies. With severe security supervision and alarm system, the entire SIP is adequately covered by an accident prevention and control system. In addition, there is an emergency center, a foreign-invested hospital and 24-hour emergency hotline for foreigners, providing all kinds of emergency assistance.

 

FASHION CITY

 

 

Nearly 30 domestic and foreign banks (accounting for almost 2/3 of total foreign banks in whole Jiangsu Province), 43 agencies of various professional services, and 39 regional headquarters have settled in SIP.

 

 

A series of cultural and recreational facilities have been built up, such as Suzhou International Expo center, Suzhou Science and Cultural Arts Center and Times Square.

 


Many renowned real estate developers like Dawa, Wharf Holdings, Sun Hung Kai & Co. Limited, Fraser Property, and several commercial giants like Sogo department, Carrefour, Walmart have made investment in SIP. The Jinji Lake-rim area is becoming the new cultural and commercial center of Suzhou city. 


ECOLOGICAL CIVILIZATION

 


SIP environment has been approved by ISO14000, being recognized as one of the first group of national ecological demonstration parks.

The greenery coverage rate of SIP exceeds 45%. The standard coal consumption is 0.34 tons per 10,000 RMB, which is 1/4 of the national average level. The emission of COD and SO2 in SIP is 1/18 and 1/40 respectively of the national average amount.

 

A PIONEERING PARK OF COORDINATED DEVELOPMENT

 


All social undertakings in SIP see coordinated development. SIP has the top-one education level in whole Jiangsu province; a full coverage of social security system; a new mode of community service that provides residents with Neighborhood Center and Community work stations; and has health care service network across the Park.


INTEGRATED DEVELOPMENT BETWEEN CENTRAL AREA AND SURROUNDING TOWNS

 

SIP is accelerating the integration process of central area and 3 surrounding towns, including Lou Feng area, Wei Ting area and Sheng Pu area.

Lou Feng Area
Located near to the old down town, Lou Feng area takes the location advantage to develop urban economy, trade and commerce, real estate and innovative industries and strives to take the lead to realize urbanization.

Wei Ting Area
With its advantage of convenient transportation of inter-city railway and high-speed railway nearby, Wei Ting area is actively improving its township planning, promoting industrial upgrading and functional facilities to develop into a modernized eco-township in North SIP.

Sheng Pu Area
As closely linked to Kunshan, Sheng Pu Area continues to develop into the base for call centers and other important projects, and is improving relevant supporting and functional facilities.

To accelerate the pace of developing Suzhou Suqian Industrial Park and Suzhou Nantong Science & Technology Park to promote the successful experience of Suzhou Industrial Park.

Emphasize on investment promotion with industrial projects as mainstream that mainly use local labor resources.

Suzhou Nantong Science & Technology Park
Accelerate planning and facility construction to attract more Singapore enterprises to invest more high-tech projects.
