To SIP’s functional zones, departments, committees, offices and bureaus and related units,
In accordance with the latest instructions of the country’s central government and the governments of Jiangsu province and Suzhou city on prevention and control of the currently widespread pneumonia caused by the novel coronavirus (2019-nCoV), all the enterprises, except for those with operations necessary for public services, control of the epidemic and production of essential living supplies as well as those with operations of great significance for the national economy and people’s livelihood, shall not resume operations earlier than 24:00 , February 9. Led by CPC SIP Working Committee and SIP Administrative Committee, SIP 2019-nCoV Prevention & Control Headquarters (hereinafter referred to as the Headquarters)’ Business Steering Group (BSG) has been offering SIP-based enterprises advice and help for their resumption of operations and anti-epidemic measures, and the efforts have shown good effects so far. Based on the Circular of the People’s Government of Jiangsu Province on Enhancing the 2019-nCoV Epidemic Prevention and Control (SFYFK No. 3 [2020]) and the Circular of the People’s Government of Suzhou on Issuing Regulations (Trial) on Resumption of Enterprise Operations during the 2019-nCoV Outbreak (SFK No.4 [2020]), we hereby propose the following requirements to ensure effective epidemic prevention and control after local enterprises’ resumption of operations from February 10, and make sure that we will win the battle against the virus.
I. Ensure safe and orderly resumption of enterprise operations
1. Resumption registration: Enterprises shall submit their application documents for resuming operations to BSG at least three days in advance. The application documents shall include details about their resumption plans and countermeasures against the epidemic. Upon approval of BSG, the applicants can restart operations. Enterprises shall not resume their operations without the BSG’s approval.
2. Categorized review and approval: BSG will conduct categorized review and approval of enterprises’ applications with priorities given to industrial enterprises, Category A and B enterprises ranking top in terms of intensive use of resources, enterprises with fewer employees and enterprises planning to temporarily only involve employees who stayed in Suzhou during the Spring Festival holiday in their resumed operations. Concurrently, BSG will issue guides to help enterprises in commercial office buildings to resume their operations and adopt effective epidemic prevention and control measures.
3. Enterprises’ organization for orderly resumption of operations: Enterprises shall give priority to employees who stayed in Suzhou during the Spring Festival holiday and had no contact with people from Hubei, Wenzhou, Taizhou and other areas seriously affected by the epidemic in their early-stage operations after the resumption, and make proper arrangement for employees back from areas outside Suzhou to stay home for quarantine and go back to work if no abnormalities in their health were identified. Employees who are still staying in the above-mentioned areas shall get back to Suzhou according to future notifications. For employees who have already returned to Suzhou from these areas, the employers concerned shall urge them to conduct a 14-day medical observation and those with no abnormalities in their health after the medical observation can go back to work. People from areas other than the above-mentioned areas shall conduct a 7-day quarantine before going back to work. Enterprises can encourage employees outside Suzhou to drive back to SIP or send vehicles to pick them up to ensure their safety.
4. Enhancement of inspections: Enterprises shall take initiative to support and join the fight against the epidemic. Enterprises shall adopt effective measures for the epidemic prevention and control and safe production after resuming operations, and spare no efforts to prevent any accidents caused by rush work schedules. BSG will conduct random inspections over local enterprises, and urge enterprises involved in operation resumption without approval and lack of effective preventive measures and those with identified 2019-nCoV cases to suspend their operations immediately and make rectifications. Property management units of SIP’s business carriers and industrial parks shall be responsible for management of local enterprises for epidemic prevention and control.
II. Requirements for epidemic prevention and control after resumption of operations
Based on the Hygienic Guide of Jiangsu Province for Industrial Enterprises to Prevent and Control Pneumonia Caused by the Novel Coronavirus (Trial) (See Annex 1, and enterprises in commercial office buildings please refer to relevant guides for epidemic prevention and control), enterprises shall employ clear accountability mechanisms to ensure effective implementation of epidemic prevention and control measures before and after the resumption of their operations and give fast response if any infection is detected. The enterprises’ epidemic countermeasures shall be able to guarantee enough necessary supplies, venues, personnel and fund for their operations. Specifically, the enterprises shall fulfill the following requirements:
1. Establish anti-epidemic working groups. Enterprises resuming operations before Jiangsu government withdraws the level I public health emergency response against the 2019-nCoV epidemic shall establish anti-epidemic working groups that consist of the enterprises’ executives and other designated staff members to dedicate to the epidemic prevention and control. The working groups shall strictly follow related regulations on the epidemic prevention and control and safe production to help the enterprises resume operations in a safe, standardized and orderly manner.
2. Make contingency and operation resumption plans. Enterprises shall make plans for response to emergencies related to the epidemic and resumption of their operations. The plans shall include details about the enterprises’ leadership, accountability system, inspection mechanism, daily management modes, logistical support and contingency plans. The enterprises shall make clear the responsibilities of different departments and individuals.
3. Ensure enough fund and supplies. The enterprises shall ensure enough fund and supplies for the epidemic prevention and control. The stock of such tools as masks, thermometers, sanitizers and disinfectors shall be able to last for at least one week, and continuous supply shall be guaranteed. Industrial enterprises with dormitories for their staff shall have rooms for temporary quarantine. The proportion of the number of quarantine rooms to the number of employees shall be 1: 100. The Headquarters will try its best to help the enterprises ensure enough supplies for epidemic prevention and control.
4. Conduct strict inspections. The enterprises shall make records of each employee’s travels and daily activities during the Spring Festival vacation, learn about their plans of returning to SIP, and make proper arrangement for their return. For employees already back to work, the enterprises shall enhance monitoring of their health conditions. The enterprises shall adopt a reporting mechanism. The employees shall fill in a “Health Report” before their return. The report shall include details about their life over the past 14 days, including their travels, contact with people with illnesses, epidemiological records and health conditions as well as the health conditions of people living together with them. The enterprises shall make records of employees who traveled to or lived in Hubei, Wenzhou, Taizhou and other severely affected areas over a two-week period before their return, and make reports to related authorities without delay. For these employees, the enterprises shall take effective quarantine measures and trace their conditions and make reports to related authorities every day.
5. Enhance personnel management. Enterprises shall make great efforts to impart knowledge on the virus to their employees and urge them to wear masks and take other protective measures. Before Jiangsu government withdraws the level I public health emergency response against the 2019-nCoV epidemic, enterprises shall not carry out recruitment activities in areas seriously affected by the epidemic, and shall not employ new recruits from the areas or send employees to work in these areas. Instead, enterprises can adopt online work modes for operations related to these areas. Enterprises shall establish a health monitoring system to trace the health conditions of all of their staff. During the period of the level I public health emergency response, there shall be measures to check every employee’s temperature and inquire about their health conditions before they enter into their workplaces. In case that anyone is identified with fever, cough or other 2019-nCoV symptoms, the person shall be denied entry to the workplaces. Enterprises shall optimize workflows and adopt lockdown-based management to minimize gatherings and reduce possibilities of 2019-nCoV infections.
6. Conduct all-around disinfection. Enterprises shall frequently clean such places as workplaces, canteens, employee dormitories and construction sites and disinfect the places with sanitizers. There should be facilities and articles for hand cleaning at workplaces. Special personnel shall be designated to disinfect public spaces, shared vehicles and other surfaces at least twice a day. Besides, attention shall be paid to ventilating rooms at regular intervals, reducing use of air conditioners, and keeping air conditioners and filters clean before using them.
7. Enhance daily management. Enterprises shall carry out related training activities to increase employees’ vigilance against the virus, teach them methods for self-protection and health-promoting living, and call on them to avoid littering, spitting and other uncivilized behaviors to help keep public spaces clean. Enterprises shall also provide medical masks to employees and teach them how to wear a mask in the right way. Employees not wearing a mask shall be denied from entering shuttle buses for employees or any other of the enterprises’ places with large people flow. The employees shall change their masks at certain intervals and dispose the used masks in proper ways. Enterprises with employees eating together shall provide boxed meals and pay high attention to food safety and disinfection and management of cookware and tableware. Canteens in enterprises shall take effective measures to ensure food safety. They are not allowed to buy live poultry and fish or meat without required quality certificates, and shall not offer dishes with raw ingredients. Staff at enterprises’ canteens shall have their temperature taken every day before work, and related records shall be kept. Canteen staff shall wear gloves, goggles, medical masks and shielding shoes during work. Food shall be sampled in accordance with relevant regulations.
III. Procedures for enterprises to resume operations
Before resuming their operations, enterprises shall submit to BSG their plans for epidemic prevention and control and resumption of operations along with their commitment to fully implementing the plans through the WeChat account “SIP Economic”. Scan the following QR code, and find “Epidemic Prevention and Control” and then “Registration of Operation Resumption”. The enterprises can only resume their operations with the approval from BSG. Onsite review is necessary for enterprises with high risks in the epidemic prevention and control, complicated staffing or insufficient anti-epidemic measures and supplies. These enterprises can only resume their operations upon BSG’s notification.

Annex 1
Hygienic Guide of Jiangsu Province for Industrial Enterprises to Prevent and Control Pneumonia Caused by the Novel Coronavirus (Trial)

In accordance with the requirements by Jiangsu Provincial Government for the prevention and control of pneumonia caused by the 2019-nCoV outbreak, the following guide is stipulated to implement the prevention and control of the epidemic.

I. Goal
The principle of early detection, timely report and quarantine, quick diagnosis, and effective treatment should be followed to deal with the situation of 2019-nCoV spread in industrial enterprises, effectively prevent and control the epidemic, minimize its harm so as to safeguard the employees’ health and safety, and maintain the enterprises’ orderly operations.

II. Responsibilities and requirements
1. All the industrial enterprises should make contingency and work plans to tackle any emergencies caused by the 2019-nCoV.
2. A responsibility mechanism should be established and every unit should designate the responsibilities to specific persons.
3. There should be a designated person to report all the information related to the 2019-nCoV.
4. Earnestly implement the measures to prevent and control the 2019-nCoV.
5. Guarantee all the necessary materials, venues, personnel and funds needed for the fight against the 2019-nCoV.
6. If any case of the pneumonia happens, the enterprises should handle the situation together with the hygiene and health departments.

III. Prevention and control measures
1. Measures before resumption of operations
(a) Information disclosure: inform the employees of the situation, and employees from Hubei province should not return to work without medical observation.
(b) Mobilization: pin down responsibility entity, create a work mechanism for the prevention and control of 2019-nCoV, and establish a workforce of professional and amateur personnel at all levels of the enterprises so as to carry out the measures efficiently. Anyone with the symptom of respiratory abnormalities, though without fever, should be taken to hospital timely.
(c) Health screening
i. Make a record of the activities all the employees had during the Spring Festival holiday, including their whereabouts, health conditions, possible contact with infected persons or wild animals.
ii. Make a record of those who returned to Suzhou after travelling or living in Hubei province and inquire about their health. There should be a two-week medical observation for all of them, during which their temperature should be checked twice a day.
iii. A screening should be made to detect any cases of fever, respiratory and digestive abnormalities. If detected, they should be taken to hospitals timely with a medical mask on.
(d) Material preparations: make a good stock of masks, thermometers, disinfection medicine and instruments, and enterprises with dormitories for their employees should have temporary observation rooms ready, in case any emergency occurs.
2. Measures after resumption of operations
(a) Report of health condition and morning check: enterprises should set up a routine of health condition report and morning check. There should be designated persons to check every employee’s temperature. For enterprises with commuting buses, employees’ temperature should be checked before they get on. Anyone who has the symptom of fever or cough are not allowed on the bus or entering the enterprise, and should be urged to go to a designated hospital for medical help.
(b) Wearing protective articles: enterprises should equip employees with medical masks and anyone not wearing masks are forbidden to get on commuting buses or work at posts with many people. Masks should be worn, changed and disposed in the right way.
(c) Washing hands and disinfection: all the work places like control rooms, offices, canteens and washrooms, and living areas should be equipped with facilities for hand washing and disinfection. People should be designated to make regular disinfection of commuting buses, reception rooms, offices, lifts, desks and chairs, public areas, twice a day.
(d) Personal hygiene: when sneezing or coughing, people should cover their mouths and noses with a tissue or their elbow and put the tissues into the dustbin and wash hands with soap or sanitizer.
(e) Health education: impart knowledge on prevention and control of the 2019-nCoV, follow a healthy lifestyle to enhance physical resistance against diseases and get rid of all health-harming habits like littering and spitting.
(f) Environment hygiene: carry out a campaign to curb the disease medium by environment rectification and disinfection in places like canteen, dormitories and construction sites.
(g) Ventilation: keep a good ventilation of working and living places, reduce the use of air-conditioners and open windows to let in fresh air more often.
(h) Organize fewer indoor activities: minimize indoor activities to reduce the risk of cross-infection by less business travels, more video meetings and inter-enterprise mails.
(i) Food safety: enterprises that have canteens should pay high attention to food safety and hygiene and disinfection of utensils.
(j) Reception of outsiders: visitors or outsiders should register when coming to the enterprises and should be given a temperature check and masks. They should be taken to the designated places for work, rest or meals.
3. Prevention and control measures for detected cases
(a) Close contacts: enterprises should take a screening of the close contacts together with the hygiene and health departments. Those who have their own houses should stay at home for observation and those living in dormitories should be arranged a one-room apartment for observation. The duration is two weeks and their health condition should be reported twice a day. If any symptoms occur, such as respiratory abnormalities, fever, chills, fatigue, diarrhea, conjunctival congestion, etc., the person should be reported and taken to the hospital immediately.
(b) Strengthening disinfection: under the guidance of local disease prevention and control institutions, enterprises should do a good disinfection of the offices, meeting rooms or dormitories and quarantine those who had close contacts with infected persons in a separate place. Please refer to Guide of Terminal Disinfection Measures upon Cases of Pneumonia Caused by the Novel Coronavirus (Trial) and Guide of Home Quarantine Disinfection for Close Contacts of Cases of Pneumonia Caused by the Novel Coronavirus (Trial) issued by Jiangsu Provincial Health Commission for detailed instructions.
(c) Closedown (if necessary): enterprises should take measures to stop operations temporarily in view of the scope, development trend of the epidemic and local governments’ decisions. If such situation happens, the closedown should be a gradual process.

蘇州工業園区新型コロナウイルス感染による肺炎の予防・抑制対策指揮部より予防・抑制期間における各企業の安全かつ秩序ある業務再開管理の一層強化に関する通知

各機能区、各部委弁局、各関連機関：

国家および江蘇省、蘇州市の新型コロナウィルス感染による肺炎の感染予防・抑制に関する部署計画に基づき、公共事業の運行を保障するために必須、感染の予防・抑制に必須、市民の生活に必須およびその他の民生に関わる重要な関連企業を除き、企業は2月9日24時までに業務を再開してはいけない。園区の共産党工作委員会、管理委員会の統一指導の下で、園区新型コロナウィルス感染による肺炎の予防・抑制対策指揮部企業指導班は全力をあげて上述の企業の安定した業務再開、感染予防などの各業務を指導し、比較的良き効果を得ることができた。2月10日以降の企業の業務再開期間における感染予防・抑制を更にしっかりと行い、断固として感染予防・抑制の戦いに打ち勝つため、江蘇省の『現在の感染予防・抑制の着実な強化に関する通知』（蘇肺炎予防・抑制[2020]3号）と蘇州市の『蘇州市新型コロナウイルス感染による肺炎の予防・抑制期間における企業業務再開規程（試行）の発行に関する通知』(蘇予防・抑制[2020]4号)などの公文書の要求に基づき、園区企業の業務再開に関する事項を下記通りに通達する。

一、企業の安全かつ秩序ある業務再開を組織する

1．企業の業務再開は届出制を実施する。業務再開後の感染予防・抑制が確実に行われるよう、企業は業務を再開する3日前に業務再開の情報と感染予防・抑制に関する資料を園区新型コロナウィルス感染による肺炎の予防・抑制対策指揮部企業指導班（以下、「企業指導班」という）に報告し、審査が通過した後、同意を得たうえで業務を再開することができる。届出審査を経ていない企業は、無断で業務を再開してはいけない。

　2．企業の業務再開は分類審査を実施する。企業の秩序ある業務再開を確保し、大規模な集中業務再開による予防・抑制リスクを回避するため、「工業企業優先、企業資源集約利用評価A類・B類企業優先、雇用者数が少ない企業優先、在蘇で帰郷していない従業員の職場復帰を組織する企業優先」の原則に従い、企業指導班は数回に分けて審査・検収の加速実施を行う。同時にオフィスビル入居企業の業務再開と感染予防・抑制マニュアルを作成し、オフィスビル入居企業の業務再開を加速する。

　3．企業が秩序よく業務再開を組織する。「少なければ少なく、近ければ近く」の原則に基づき、企業は優先的に春節期間中に蘇州に滞在し、湖北・温州・台州などの感染状況が深刻な地域の人員と接触していない従業員に対し第１期の業務再開を手配し、他の地域から蘇州にやってきた（帰還）かつ在宅観察後異常がない従業員に対して第２期の業務再開を手配する。現在も湖北・温州・台州などの感染状況が深刻な地域にいる従業員に対しては、蘇州への帰還時期を見合わせ、帰還時期については別途通知を行う。すでに湖北・温州・台州など感染状況が深刻な地域から（又は通過して）蘇州にやってきた（帰還）従業員に対しては、雇用企業が従業員に14日間の医学的観察を実施するよう督促し、隔離観察期が終わった後に、症状がなければ、正常に勤務することができる。湖北・温州・台州など感染状況が深刻な地域以外の地域から蘇州に帰還した従業員は7日間以上の在宅観察を実施した上で職場に復帰することができる。企業は計画的に送り出し地域と連絡を取り合い、自家用車による帰還、企業のチャーター車により出所が相対的に集中している従業員の送迎を行う等の必要措置を採ることを提唱し、従業員の安全な職場復帰を保障する。

　4．業務再開後の検査・審査を強化する。各企業は積極的に企業の主体責任を担い、全力で感染の予防・抑制に関与する。業務を再開した後、感染予防・抑制対策と安全生産対策を厳格に実施し、生産再開後の秩序安定を確保する。生産を急ぐことによる安全生産事故の発生を断固として防止する。企業指導班は企業の業務再開状況に対して検査・抽出検査を行い、無断での事前業務再開、防護措置不十分等の状況がある場合、または確診症例が確認された企業に対し、直ちに生産停止を命じ、企業は衛生健康部門に協力して感染処置を行う必要がある。キャリア、産業園などの不動産管理部門は入居企業に対して感染予防・抑制管理を行わなければならない。

二、業務再開における予防・抑制要求

企業は全面的に主体責任を遂行し、厳格に『江蘇省工業企業の新型コロナウィルス感染による肺炎予防・抑制・衛生学技術ガイドライン（試行）』（添付ファイルを参照、オフィスビルの予防・抑制要求は関連するガイドラインを参照）の関連要求に従い、業務再開前、業務再開後、病例発見後の各種の感染予防・抑制対策を徹底し、必須な物資・場所・人員と経費を保障する。組織機関、予防・抑制対応策、資金物資、健康調査、人員管理、環境消毒、日常管理が徹底的に行き届くよう確保するための具体的な要求は、以下の通りである。

　1．組織機関があるべき位置に着く。江蘇省の公衆衛生上の緊急事態一級対応が解除される前に業務を再開した企業は、企業の主要責任者が主導する感染予防・抑制のメカニズムを確立し、感染予防・抑制指導班を立ち上げ、専門部門と人員が感染予防・抑制業務を担当しなければならない。常にボトムライン思考を堅持し、感染予防・抑制と安全生産の各規定を厳格に実行し、安全・規範・秩序ある業務再開を確保する。

　2．予防・抑制対応策が行き届く。企業は本企業の感染予防・抑制緊急対応策と業務再開方案を作成し、リーダーシップ体制、責任分担、徹底調査制度、日常管理コントロール、後方支援保障、応急処置などの内容を含む。予防・抑制対策責任制度を実施し、責任を部門に分担させ、人に具体化し、生産ライン（科室）、班・組と個人を全面的にカバーする。

　3．資金物資を保障する。新型コロナウィルス感染による肺炎の予防・抑制に必要な経費と物資を保障し、マスク、温度計、消毒薬・機械など感染対策の物資準備を強化し、物資備蓄は一週間分を下回ってはいけない。また、その後も継続的に供給できるよう保障する。集団寮がある工業企業は臨時隔離寮を手配し、100人につき1室の基準を参照して単独隔離室を設置する。園区の新型コロナウィルス感染による肺炎の予防・抑制対策指揮部は、企業の感染予防・抑制物資の保障に全力で協力する。

　4．徹底的に健康調査を行う。職場復帰・業務復帰人員の健康モニタリングを強化し、全従業員の休暇期間の生活旅行状況の登録を行い、「一人一ファイル」を確立し、園区帰還時間と交通手段を把握し、従業員の帰還を合理的に手配する。健康申告制度を立上げ、職場復帰・業務復帰人員は蘇州に帰還する前に「健康申告表」を記載し、その内容はそれまでの14日間の本人の外出状況、病人との接触状況などの疫学史及び本人と同居人の健康状況を含む。ここ二週間に湖北・温州・台州など感染状況が深刻な地域への旅行史、居住史がある従業員に対して企業は登録を行い、適時に報告し、しっかりと隔離観察、体温監視測定、交替勤務、毎日報告などの業務を行う。

　5．人員管理が行き届く。新型コロナウィルス感染による肺炎の予防・抑制知識の宣伝を行い、従業員の科学的な防護用品の装着、個人防護を徹底するよう督促する。江蘇省の公衆衛生上の緊急事態一級対応が解除されるまで、感染が深刻な地域での求人活動、新たに感染が深刻な地域から従業員募集を行ってはいけない。また、感染が深刻な地域への出張を手配してはいけない。条件を具備している場合はネットによる業務手配を行うことができる。全従業員の健康モニタリング制度を構築し、緊急対応期間、毎日の午前中に人員が作業場に入る際に全員の体温を測定し、健康質問を行い、発熱、咳などの症状がある場合は、職場に入ることを阻止しなければならない。生産プロセスを最適化し、閉鎖的管理などの方式を採用し、人員の集中を最大限に減らし、感染リスクを低減する。

　6．環境消毒が行き届く。環境整備を主とし、薬物による消毒殺菌を補助とする病媒生物総合予防制度を展開し、食堂、社員寮、建築現場などの重点場所に対して環境衛生整理と薬物の消毒殺菌を行う。主な作業および生活場所に手洗い施設または消毒用品を設置し、公共交通機関、公共区域ならび物体表面に対して専任者が毎日2回以上の消毒を行わなければならない。定期的に窓を開け、風通しを行い、エアコンの使用を減らし、エアコンの空気フィルタの掃除と交換をしっかりと行う。

　7．日常管理が行き届く。衛生健康教育を強化し、積極的に衛生を提唱し、悪習を取り除き、ポイ捨て、吐き捨てなどの非文明的行為を排除し、個人衛生をしっかり行い、健康的な生活スタイルを普及させ、体の抵抗力を強め、従業員の新型コロナウィルス肺炎の予防治療に対する正しい認識と自己防護能力を高める。従業員のために医療用マスクを備え、正しいマスクの着用を指導し、マスクを着用していない従業員は送迎バスに乗ることや企業の人が密集している職場に入ることを禁止する。マスクの定期的な交換を行い、使用後のマスクを適切に処理する。集中的に食事をする工業企業は、弁当の供給を提唱し、食品の安全と衛生に注意し、食器の消毒と管理を強化する。企業の集中食堂の安全衛生措置を実施し、未殺処分・検疫が行われていない生きている鳥・魚の食肉の仕入れを禁止し、生野菜の提供を禁止する。食堂のサービス提供者は毎日勤務前に必ず健康検査、体温測定を行わなければならず、かつ検査測定記録を保留しなければならない。作業中は統一して手袋、防護鏡と医療用マスク、防護靴を着用しなければならない。食品の保存サンプルは規定に従って実行する。

三、企業の業務再開プロセス

企業は業務を再開する前に、感染予防・抑制方案、業務再開生産方案と承諾書などの関連資料を「SIP経済視界」公式ウィーチャット、「感染予防・抑制―業務再開届出」ミニプログラムを通して企業指導班に届け出、審査が通過した後、業務を再開することができる。一部の感染管理・抑制のリスクが大きい、業務再開人員が複雑、または予防・抑制メカニズム、予防・抑制物資が健全ではない企業に対しては、現場審査に合格し、企業指導班により業務再開通知書が発行されてから、業務再開を組織する必要となる。

江蘇省工業企業の新型コロナウイルス感染による肺炎の予防・抑制・衛生学技術ガイドライン（試行）

　江蘇省政府の新型コロナウイルス感染による肺炎の予防・抑制対策に関する要求に基づき、我が省の工業企業の感染予防・抑制対策を確実に行うため、このガイドラインを作成する。

一、業務目標

「早期発見、早期報告、早期隔離、早期診断、早期治療」の原則に基づき、工業企業の新型コロナウィルス感染による肺炎の感染対策を確実に行い、新型コロナウィルス感染による肺炎を効果的に予防・抑制し、危害を最小限に抑え、工業企業従業員の健康と命の安全を守り、工業企業の正常な生産経営秩序を維持する。

二、職責要求

1．各工業企業は本企業の新型コロナウィルス感染による肺炎の応急対策案と作業方案を作成しなければならない。

2．本企業の新型コロナウィルス感染による肺炎の予防・抑制業務の責任制度を制定し、責任を各部門に分担させ、人に具体化する。

3．新型コロナウィルス感染による肺炎の感染情報の報告者を明確にし、実行する。

4．本企業の新型コロナウィルス感染による肺炎の予防・抑制における各措置を真剣に実行する。

5．新型コロナウィルス感染による肺炎の予防・抑制に必須な物資、場所、人員と経費を保障する。

6．工業企業において新型コロナウィルス感染による肺炎が発生した場合、衛生健康部門に協力して感染処置などを行わなければならない。

　三、予防・抑制対策

工業企業は業務を再開する前に、感染の予防・抑制状況に基づき、検疫検査と健康防護を実施し、安全な業務再開を確保する。業務再開後は責任を一層に強化し、各予防・抑制対策を厳格に実行し、感染を防止し、安全生産を強化する。

（一）業務再開前の予防・抑制対策

1．情報告知：従業員に予防・抑制に関する情報を伝達し、湖北感染区域の従業員は医学観察を経ず工場に帰還することを禁止する。

　2．組織動員：感染予防・抑制の主体責任を厳格に実行し、新型コロナウイルス感染による肺炎の応急予防・抑制組織体制を確立し、専任・兼職を結合した予防・抑制チームを構成し、責任を人に具体化し、生産ライン（科室）、班・組と個人を全面的にカバーし、予防・抑制方案を作成し、予防・抑制対策を実行する。気道症状が現れたが発熱がない者は直ちに医者にかかるべき。

3．徹底的な健康調査：

（1）全従業員の休暇期間中の生活旅行状況の登録を行い、従業員が蘇州から離れたかどうか、どこに向かったか、体調は良いか、発熱患者と密接に接触したことがあるか、野生動物に接触したことがあるかどうかなどを全面的に把握する。

（2）ここ二週間に湖北省旅行史、居住史があり、蘇州に帰還した従業員に対して、工業企業は登録を行い、その健康状況を調査し、自宅がある者は在宅隔離を行い、集団寮がある場合は企業より臨時の個室宿舎を手配して隔離し、観察期間は14日間で、毎日2回は体温とその他の身体状況を報告する。

（3）徹底調査により、発熱、気道または消化管の症状を発見した者に対して、適時に医者にかかるよう指導し、医者にかかる際には医療用マスクを着用しなければならない。

　4．物資の準備：マスク、温度計、消毒薬・機械などの感染対策物資の準備を強化し、集団寮がある工業企業は必要な臨時隔離宿舎を配置する。

　（二）業務再開後の予防・抑制対策

1．健康申告と朝の検査：健康申告と従業員の朝の検査などの制度を確立し、専任者が従業員一人ひとりに対して体温測定を行う。送迎バスがある工業企業は、乗車前に測定を行い、発熱症状がある人は送迎バスや職場へ入ることを禁止する。発熱、咳などの症状がある従業員に対しては、直ちに発熱外来で診察を受けるよう指導する。

　2．科学的に防護用品を着用する：従業員のために医療用マスクを配備し、マスクを着用していない従業員は送迎バスに乗ることや企業の人が密集する職場に入ることを禁止する。朝の検査を行う人員は医療用マスクを着用しなければならない。工業企業は従業員にマスクの正しい着用を指導し、定期的にマスクの交換と使用後のマスクの正確な処理を行う。

　3．手洗い消毒：各コントロール室、事務室、食堂、トイレなどの仕事場と生活場所には手洗い施設と消毒用品を設置しなければならない。手洗い設備がない場合、70-75%のアルコール洗浄液または洗浄無用消毒液を配備しなければならない。送迎バス、公務用車、応接室、事務室、エレベーター、テーブル・イス、作業台、床などの乗り物、公共区域と物体の表面は専任者により毎日2回定期的に消毒を行わなればならない。

　4．個人衛生：従業員は個人衛生を強化し、くしゃみや咳を行う際にはティッシュやひじ部分（両手ではない）で口・鼻を覆い、くしゃみや咳を行った際に使用したティッシュを蓋付きのゴミ箱に入れ、くしゃみや咳をした後は石鹸やハンドソープを使って両手を徹底的に洗う。

　5．健康教育：新型コロナウイルス感染よる肺炎の予防・抑制に対する知識宣伝を行い、積極的に衛生を提唱し、悪習を取り除き、ポイ捨て、吐き捨てなどの非文明的行為を排除し、「一人ひとりが自分の健康の第一責任者である」、「私の健康は私が決める」という良き雰囲気を作り上げ、健康的な生活スタイルを普及させ、体の抵抗力を強め、従業員の新型コロナウイルス感染による肺炎の予防治療に関する正しい認識と自己防護能力を高める。

　6．環境衛生整理：環境整備を主とし、薬物による消毒殺菌を補助とする病媒生物総合予防制度を展開し、食堂、社員寮、建築現場などの重点場所に対して環境衛生整理と薬物による消毒殺菌を行う。

　7．換気：従業員の仕事と生活場所の自然通風と機械通風を強化し、空気の流通を維持する。エアコンの使用を減らし、定期的に窓を開けて通風し、エアコンの洗浄を行う。還気がある集中型エアコンシステムに対して、排気口に低抵抗の中効果空気フィルタを設置し、外気送風口の空気フィルタ掃除と交換を強化し、一人当たりの外気送風量が『工業企業設計衛生基準』GBZ1-2002の要求に適していることを保証する。

　8．集団的な室内活動を減らす：従業員の不必要な出張を停止し、遠隔ビデオ会議、企業メールなどの交流方法を採用することで、大規模な集中的な室内活動を最大限に減らし、クロス感染リスクを低減する。

　9．飲食の安全：集中的に食事をする工業企業は、食品の安全と衛生に注意し、食器の消毒と管理を強化すべき。

　10．外来者の管理：外来者の感染予防・抑制要求を作成し、外来者情報の登録、手の清潔、体温測定及びマスクの配布などを徹底する。外来者は接待担当者により指定された場所で事務、休憩、食事を行わなければならない。

　(三)症例発見後の予防・抑制対策

1．濃厚接触者の管理：工業企業は積極的に衛生健康部門に協力し、新型コロナウイルス感染による肺炎と確診された症例の濃厚接触者に対して徹底的な検査を行い、自宅がある者は在宅隔離を行い、集団寮がある場合は企業にて臨時の個室宿舎を手配して隔離し、隔離観察期間は14日間、毎日2回の体温とその他の健康状況を報告する。隔離観察期間において、気道症状、発熱、冷え、だるさ、下痢、結膜充血などの症状が現れた者は、直ちに現地の衛生健康部門に報告し、規定に従って指定医療機関にて診療を行う。

　2．消毒の強化：工業企業は現地の感染コントロール機関の指導のもと、症例事務室、会議室、寮などの感染場所の終末消毒及び密接接触者に対して集中的に隔離して消毒を行うことができる。具体的な消毒方法は江蘇省衛生健康委員会が発行した『新型コロナウイルス感染による肺炎症例の終末消毒技術ガイドライン（試行）』、『新型コロナウイルス感染による肺炎症例の濃厚接触者在宅隔離消毒技術ガイドライン（試行）』を参照する。

　3．休業管理（必要時）：工業企業は感染の影響範囲、発展趨勢ならび現地人民政府の決定に基づき、臨時休業または一時閉鎖措置を採用すべき。休業の範囲は小から大への原則に従うべき。

쑤저우공업원구 신종 코로나 바이러스 감염 폐렴 방역지휘부가 방역기간 기업의 안전하고 질서있는 조업에 관한

진일보 추진사항 관련 통지서

쑤저우공업원구의 각 기능구, 각 부서, 각 유관 기업에게:

국가기관, 장수성, 소주시의 신종 코로나 바이러스 감염 폐렴 방역작업에 관련한 배치 내역에 따르면 공공사업운행 필요기업, 방역관련 필요기업, 대중생활 필요기업 및 기타 중요한 국가계획과 민생 보장에 필요한 기업外 모든 기업은 2월9일 24時전에 조업해서는 안됩니다. 쑤저우공업원구 당공위, 관리위원회의 통일적인 지휘하에 원구의 신종 코로나 바이러스 방역지휘부 기업지도TF팀은 초기에 위 관련기업의 안정적인 조업과 방역조치 수립 등을 적극적으로 협조해 왔으며 비교적 좋은 효과를 거두었습니다. 2월10일부터 업무재개하는 기업의 조업 기간 방역작업을 진일보 강화하기 위하여, 또한 방역 조격전 (阻擊戰)에서 승리하기 위하여, 쑤저우공업원구는 장수성의 <<지금 발생중인 전염병의 방역업무를 확실히 강화할 것에 대한 통지>> （蘇肺炎防控[2020]3號 ）와 쑤저우시의 《쑤저우시 신종  코로나 바이러스 감염 폐렴 방역 기간 기업의 조업관련 규정(시행)에 관한 통지>>（蘇防控 [2020]4號）등 문건 요구에 근거하여 원구내 기업의 조업 관련 사항을 아래와 같이 통보하는 바입니다.

하나. 기업의 안전하고 질서있는 조업을 조직한다.

1. 조업은 비안등록제(備案制)로 실시한다. 조업後의 제대로 된 방역작업을 위해 기업은 조업3일前에 조업 관련정보 및 방역관련 자료를 쑤저우공업원구 방역지휘부 기업지도TF팀 (이하 기업지도팀으로 약칭)에 제출하여 심사통과 받은 후에 조업가능하다. 비안등록과 심사를 거치지 않은 기업은 인허가 없이 조업 불가하다. 

2. 조업기업에 대해 분류 심사를 실시한다. 기업의 질서있는  조업을 위하여, 또한 대규모 조업에 의한 방역 리스크를 피면하기 위하여 <<제조업 기업 優先, 기업자원 집약이용 평가 결과 A類, B類인 기업優先, 직원 고용인원수가 적은 기업優先, 직원이 쑤저우를 이탈하지 않게 조직하여 조업을 대기한 기업優先>>을 원칙으로, 기업지도팀은 신속하게 기업을 분류하여 조별로 심사 및 검수하도록 한다. 동시에 오피스빌딩 內 기업의 조업과 방역지침서도 제정하여 오피스 빌딩 內 기업의 조업도 신속하게 추진한다. 

3. 기업은 질서있게 조업을 조직한다. <<가능한 적게, 그리고 가깝게>>라는 원칙하에 기업은 춘절기간 쑤저우에 있었고 후베이(湖北), 원저우(溫州), 타이저우(臺州) 등 역병이 엄중한 지역의 사람과 접촉하지 않은 직원을 1차 優先적으로 복귀 시킨다. 2차적으로는 타지역에서 소주로 돌아왔고 자택에서 격리 관찰 후 이상이 없는 사람을 복귀시킨다. 아직까지 후베이(湖北), 원저우(溫州), 타이저우(臺州) 등 감염이 엄중한 지역에 머물고 있는 직원은 쑤저우공업원구로 돌아오는 것을 잠시 늦춰 주시고 복귀 가능한 시간은 별도의 통보를 기다리게 한다. 이미 후베이(湖北), 원저우(溫州), 타이저우(臺州) 등 감염이 엄중한 지역에서 쑤저우로 돌아온 (혹은 경유) 직원은 기업이 책임지고 해당 직원에 대한 14일간의 의학관찰과 격리관찰 後 건강상황에 이상이 없을 時 직장복귀 시킨다. 후베이(湖北), 원저우(溫州), 타이저우(臺州) 등 감염이 엄중한 지역 이외에서 쑤저우로 돌아온 직원에 대해서는 집에서 7일이상 격리관찰 한 후에 복귀하게 한다. 기업은 계획을 세우고 직원의 유출지(輸出地)와 협상하여 직원들이 가능한  자가용으로 이동하거나 또는 직원들이 상대적으로 밀집되어 있는 지역에 직접 배차하여 픽업하는 등 필요한 조치를 취하여  직원들이 안전하게 복귀할 수 있게 도운다.

4. 조업후 감사를 강화한다. 기업은 주동적으로 주체적 책임을 다해야 하고 방역작업에 최선을 다해야 한다. 조업후 방역조치와 안전생산 조치를 엄격히 실시하여 생산 재개 후의 질서 안정을 확보해야 한다. 그리고 무리한 생산으로 인한 안전 사고가 절대 발생하지 않도록 주의해야 한다. 기업지도팀은 기업의 조업 상황에 대해 임의로 검사할 수 있고 비준없이 스스로 조업을 앞당긴 기업이나 방역조치가 제대로 되지 않은 기업 혹은 확진자가 발생한 기업에 대해서는 바로 라인정지 명령을 내릴 것이며 기업은 위생건강관리 부서와 협력하여 방역작업을 진행해야 한다. 임대공장, 산업파크 등의 물업관리자는 입주기업에 대한 방역관리를 책임지고 실시하도록 한다.

둘. 조업 예방퇴치 요구

기업은 주체적 책임을 전면 실행해야 한다. <<장수성 제조업 기업에 대한 신종 코로나 바이러스 감염 폐렴의 예방퇴치 위생학 기술지침(試行)>>(첨부파일 참조, 오피스빌딩 방역은 관련지침 참조) 유관 요구를 엄격히 준수해야 하고 조업 前과 後, 확진자 발견 後의 각 항 방역조치를 확실하게 실행하고 방역에 필요한 물자, 장소, 인원 및 예산을 보장해야 한다. 그리고 제대로 된 조직기구, 방역 대처방안, 자금물자, 건강검진, 인원관리, 환경소독, 일상관리 등이 보장 되어야 한다. 구체적인 요구사항은 다음과 같다.

1. 제대로 된 조직기구 보장: 장수성 돌발 공공위생사건 1급 대응이 해제되기 前에 조업을 실시한 기업은 반드시 기업의 주요 책임자를 중심으로 방역조치 작업 시스템을 구축하고 방역지도자 TF팀을 구성하며 전문부서와 인원을 배치하여 방역업무를 책임지도록 한다. 시종일관 마지노선 사수 (底線思維)를 견지하며 방역과 안전생산 관련 여러 규정을 엄격히 실행하고 안전적이고 규범화된 질서있는 조업을 확보해야 한다.

2. 제대로 된 방역대처방안 보장: 기업은 반드시 자체적으로  회사의 방역 응급 대처방안과 조업 방안을 작성하여야 하고  그 내용에는 조직구조, 책임분담, 감사제도, 일상관리 및 통제, 후방근무 보장, 응급처치 등이 명확히 기재 되어야 한다. 방역책임 문책제도를 공식화하여 각 부서나 개인까지 책임을 묻게 하고 모든 라인（科室), 班組, 개인까지 책임분담 시킨다.

3. 제대로 된 방역물자 보장: 신종 코로나 바이러스 감염 폐렴 방역에 필요한 예산과 물자를 보장한다. 마스크, 체온계, 소독용품 등 방역용 물자 준비를 강화하고 물자축적은 최소 일주일 사용량을 확보해야 하며 지속적인 공급도 보장해야 한다. 단체 기숙사를 사용하는 제조업 기업은 임시적인 격리용 기숙사를 배치하여 100명 1室의 표준으로 단독적인 격리실을 설치한다. 쑤저우공업원구 방역지휘부는 기업의 방역물자 확보를 위해 최선을 다해 협조드리도록 한다.

4. 제대로 된 건강검진 보장: 직장 복귀한 직원에 대한 건강체크 업무를 강화한다. 전체 직원을 상대로 연휴기간 생활 및 여행 상황을 등록하게 하고 “1人1檔”의 원칙으로 개개인의 파일을 작성하여 원구 복귀 시간과 교통수단을 파악하여 직원의 직장 복귀를 합리적으로 안배한다. 건강여부 신고제를 도입하여 쑤저우 복귀前 <<건강신고표>>를 작성하게 하고 복귀前14일 동안 본인의 외출상황, 확진자와의 접촉여부 등 유행성 질병 전례 및 본인과 동행자의 신체건강 상황을 신고하게 한다. 최근 2주동안 후베이(湖北), 원저우(溫州), 타이저우(臺州) 등 감염이 엄중한 지역에 여행 갔거나  거주 경력이 있는 직원들은 기업이 책임지고 바로 신고하고 격리관찰, 체온측정, 교대근무, 데일리 보고서 작성 및  보고 등 업무를 착실히 완성해야 한다. 

5. 제대로 된 관리인원 보장: 신종 코로나 바이러스로 인한 폐렴 방역관련 지식을 적극 홍보하여 직원들이 과학적으로 방호(防護) 용품을 착용하고 자체방어를 잘할 수 있도록 감독한다. 장수성에서 발표한 돌발 공공위생사건 1급 대응이 해제되기 前까지 감염이 엄중한 지역에 가서 직원채용 활동을 진행해서는 안되고 감염이 엄중한 지역에서 사원을  채용하여서도 않되며 이러한 지역에 직원을 출장보내도 안되고  조건이 허용되면  인터넷 근무를 하도록 권장한다. 전 직원에 대한 건강체크 업무를 제도화 하여 응급 대응 기간에는 매일 오전에 직장에 진입하는 모든 직원 전체를 대상으로 체온을 측정하고 건강체크도 함께 진행한다. 발열, 기침 등 증상이 보일 경우 회사입문을 제지시킨다. 생산 프로세스를 개선하고 밀폐식 관리 등 방식을 취하여 가능한 인원의 집결을 최소화하고 감염 리스크를 낮춘다. 

6. 제대로 된 환경소독 보장: 환경정비를 위주로 하고 약물소독을 보조로 하는 병매생물종합방제(病媒生物綜合防制) 실시를 전개하여 식당, 직원숙소, 건설현장 등 중점 장소에 대한 환경위생 청소와 약물소독을 진행한다. 주요한 작업 및 생활 장소에는 반드시 손세척 시설과 소독 용품을 배치해 놔야 한다. 공공 교통 수단, 공공 구역과 물체의 표면은 전문 인원이 책임지고 매일 2회 이상 소독을 해야 한다. 정기적으로 창문을 열어 통풍환기 시키고 에어컨 사용을 줄이며 에어컨의 에어 필터 청소와 교체를 제대로 진행해야 한다.

7. 제대로 된 일상관리 보장: 위생건강 교육을 강화하여 위생을 준수하고 나쁜 습관은 버리며 쓰레기를 함부러 버리거나 가래를 함부러 뱉는 문명하지 아니한 나쁜 습관과 행위를 고치도록 적극 선도한다. 개인위생을 잘 지키고 건강한 생활방식을 널리 알리고 신체 면역력을 높이게 하며 신종 코로나 바이러스 폐렴에  대한 직원들의 정확한 방역 인식과 자기보호 능력을 향상시켜야 한다. 직원들에게 의료용 마스크를 나눠 주고 마스크를 정확하게 착용하도록 지도하며 마스크를 착용하지 않은 직원은 출퇴근 버스 탑승을 금지시키고 社內 인원 밀집구역의 진입을 금지시켜야 한다. 마스크를 정기적으로 교체하게 하고 사용한 後의 마스크는 적절하게 처리하게 해야 한다. 단체급식을 제공하는 제조기업은 도시락공급을 권장하고 음식물 안전과 위생에 신경써야 하며 식기소독 및 관리를 강화해야 한다. 社內식당의 안전위생 조치를 확실히 실행하고 검역을 받지 않은 생체 가축과 어류 및 육류 식품을 구매해서는 안되고 익히지 않은 야채 식단은 제공하지 않는다. 식당 직원은 매일 근무하기 직전 반드시 건강상태를 체크하고 체온을 측정하며 측정기록을 남겨야 하고 작업중에는 반드시 장갑, 보호안경과 의료용 마스크, 안전화 등을 모두 착용하게 해야 한다. 식품의 샘플 보존 관련 규정을 준수해야 한다.

셋. 기업의 조업 프로세스

조업前에 반드시 방역조치 방안, 조업 생산방안과 보증서 등 관련 자료를 <<SIP경제시야>>(SIP經濟視野)라는 위쳇 공식계정의 <<방역-조업비안>>(疫情防控-復工備案)관련 미니 응용 프로그램(小程序)을 통해 기업지도팀에 등록 신청하고 비준 통과 後에만 조업이 가능하다. 일부 방역 리스크가 크고, 직원 직장 복귀 상황이 복잡하거나 방역체제, 방역물자가 부실한 기업에 대해서는 현장 심사가 필요하며 기업지도팀의 조업 통지서를 받은 後에야만 조업을 할 수 있다.

장수성 제조업 기업에 대한 신종 코로나 바이러스 감염 폐렴의 예방퇴치 위생학 기술지침(試行)

장수성 정부의 신종 코로나 바이러스 감염으로 인한 폐렴 예방퇴치 방역업무 관련 요구에 따라, 장수성 제조업 기업의 방역작업을 철저히 하기 위해 본 지침서를 제정하는 바입니다.

一.  업무목표

<<조기발견, 조기신고, 조기격리, 조기진단, 조기치료>>의 원칙에 따라 제조업 기업이 신종 코로나 바이러스 감염으로 인한 폐렴을 효과적으로 예방 퇴치하여 위험과 영향을 최소화하고 제조업 직원들의 신체 건강과 생명 안전을 보호하며 제조업 기업의 정상적인 생산경영 질서를 유지하기 위함이다.

둘.  직책요구

1．각 제조업 기업은 자체적으로 신종 코로나 바이러스 감염으로 인한 폐렴 예방퇴치 대처방안과 업무방안을 작성해야 한다. 

2．각 제조업 기업은 자체적으로 신종 코로나 바이러스 감염으로 인한 폐렴 예방퇴치 책임 문책 제도를 제정하여 책임을 부서, 개인까지 배분한다.

3. 각 제조업 기업은 신종 코로나 바이러스 감염으로 인한 폐렴 예방퇴치 관련 정보 신고를 담당하는 전문 담당자를 별도로 지정한다.

4. 각 제조업 기업은 본기업의 신종 코로나 바이러스 감염으로 인한 폐렴 예방 퇴치 관련 방역조치를 엄격히 실행한다.  

5. 각 제조업 기업은 신종 코로나 바이러스 감염으로 인한 폐렴의 예방조치에 필요한 물자, 장소, 인원 및 예산을 보장한다.  

6. 각 제조업 기업은 회사에 신종 코로나 바이러스 감염으로 인한 폐렴 확진자가 발생 했을 경우 위생건강 부문을 협조하여 방역작업을 같이 진행해야 한다.

셋. 방역조치

제조업 기업은 조업前 방역상황에 근거하여 검역검사와 건강 보호조치를 취하여 안전한 조업을 보장해야 하고 조업 後 책임감 있게 여러가지 방역조치를 엄격히 실행하여  전염병 발생을 방지하고 안전 작업을 강화한다. 

(하나) 조업 前 방역조치

1. 정보공지: 직원들에게 방역관련 정보를 공지하고 후베이 (湖北) 병역 지역 출신 직원은 의학관찰을 거치지 않고서는 직장 복귀를 금지시킨다. 

2. 조직동원: 기업은 방역관련 주체책임을 엄수하고 신종 코로나 바이러스 감염으로 인한 폐렴 응급 방역작업 조직체계를 구축하여 전문/비전문 인원을 결합한 방역 업무팀을 구성하여 방역관련 책임을 부서, 개인에 배분하여 라인（科室), 班組, 개인까지 모두 책임을 지게 하고 방역방안을 작성하여 방역조치를 실행하게 한다. 호흡기계통 증상은 보이지만 발열이 없어도 제때에 외래진찰을 받게 해야 한다. 

    3. 건강체크:

(1) 직원 전체를 대상으로 연휴기간의 생활과 여행 상황을 체크하여 직원들이 장수성을 떠난적이 있는지, 목적지가 어딘지, 건강상태는 양호한지, 발열 환자와의 밀접 접촉이 있었는지, 야생 동물과의 접촉이 있었는지 등 여부를 전반적으로 파악해야 한다.

(2) 최근 2주간 후베이(湖北)성에 여행 간 적이 있거나 또는 거주 後 장수성으로 복귀한 직원에 대해서는 기업에서 등록하고 건강상태를 수시로 체크하며 주택을 가지고 있는 자는 자택에서 격리하게 하고 단체 숙소 거주자는 기업에서 임시 단독 숙소를 마련하여 격리조치를 취하게 하고 14일간 관찰기간 중 매일 2차례 체온과 기타 건강상태를 체크한 내용을 보고하게 한다.

(3) 건강상태 체크 時 발열, 호흡기 또는 소화기 계통 증상을 보이면 바로 진료 받도록 안내 해야 하며 진찰時 반드시 의료용 마스크를 착용하게 해야 한다.

4. 물자준비: 마스크, 체온계, 소독용품 등 방역용 물자 준비를 강화하고 단체 기숙소를 이용하는 제조기업은 임시 격리용 숙소를 마련해야 한다.

(둘) 조업後 방역조치

1. 건강상태신고와 아침검진: 직원들의 건강신고와 아침검진을 제도화하여 지정된 인원이 직원 전체를 대상으로 체온을 측정하게 한다. 출퇴근 버스를 운영하는 제조업 기업은 직원이 출퇴근 버스 탑승前에 체온을 측정하여 발열증상이 있는 직원은 탑승을 못하게 하고 회사 진입을 금지시킨다. 또한 발열, 기침 등 증상이 있는 직원은 즉시 병원의 발열진료 외래진찰을 받게 한다. 

 2．방호(防護)용품은 과학적으로 착용：직원에게 의료용 마스크를 나눠주고 마스크를 착용하지 않은 직원은 출퇴근 버스 이용을 금지하거나 社內의 인원 밀집 공간에 접근하는 것을 금지한다. 아침 검진을 책임진 지정 인원은 반드시 의료용 마스크를 착용해야 한다. 제조업 기업은 직원들에게 마스크의 정확한 착용법을 가르치고 마스크의 정기적인 교체 및 사용後의 정확한 페기방법을 가르친다.

3. 손세척과 소독: 각 종 통제실, 사무실 ,식당, 화장실 등 작업장소와 생활장소에는 반드시 손세척 시설과 소독용품을 배치해야 한다. 손 세척 설비가 없을 경우70~75% 알코올이나 휴대용 손 소독제를 배치하여 손세척을 하게 한다. 출퇴근 버스, 공무용 차량, 접견실, 사무실, 엘레베이터, 책걸상, 작업대, 지면 등 교통도구, 공공구역과 물체의 표면은 전문적인 인원을 배치하여 매일 2회씩 정기적으로 소독하게 한다. 

4. 개인위생: 직원의 개인위생을 강화하고 기침 혹은 재채기 時 꼭 티슈나 주관(팔꿈치 안쪽부분,양손이 아님)으로 코와 입을 막아야 하고 사용한 티슈는 두껑이 달린 휴지통에 버려야 하며 재채기나 기침 후에는 반드시 비누 혹은 세척제로 손을 철저히 씻어야 한다. 

5. 건강교육: 신종 코로나 바이러스 감염으로 인한 폐렴 예방 지식을 체계적으로 보급하여 위생을 잘 지키고 나쁜 행위와 나쁜 위생 습관은 바로 잡게 하며 쓰레기를 함부로 던지거나 가래를 함부로 뱉는 등 문명하지 아니한 행위는 바로 잡게하여 <<매 개인이 자기 건강지킴이의 제1책임자>>가 되게 하고 <<나의 건강은 내가 지킨다>>는 양호한 분위기를 조성하여 건강한 생활방식을 널리 알리고 면역력을 향상시켜 신종 코로나 바이러스 감염으로 인한 폐렴 방지에 관련 정확한 인식과 자아보호 능력을 향상시킨다.

6. 환경위생청결: 환경정돈을 위주로 하고 약물소독을 보조로 하는 병매생물종합방제(病媒生物綜合防制) 체제를 실시하여 식당, 직원 기숙소, 건축현장 등 중점 장소에 대해 환경위생청결과 약물소독을  진행한다.     

7. 통풍환기: 직원의 작업 및 생활 장소의 자연 통풍과 기계 통풍을 강화하여 공기 유통을 유지한다. 에어컨 사용을 줄이고 정기적으로 창문을 열어 통풍환기 시키고 에어컨 청소를 한다. 환풍(還風) 기능이 있는 집중식 에어컨 시스템에 대해서는 還風口에 저항이 적고 중간 정도 효력의 공기려과기를 설치하고 新風口 공기려과기의 청결과 교체를 강화하여 일인당 新風량이 「제조업 기업설계 위생표준」GBZ1-2002의 요구에 부합되도록 보장한다.

8.실내 단체행사 감소: 직원들의 불필요한 출장을 중단하고 원격 영상회의, 이메일 등 가능한 온라인 커뮤니케이션 수단을 이용하여 대규모적인 실내 단체행사를 최대한 줄여 교차 감염 리스크를 낮춘다.

9. 음식안전: 단체급식을 제공하는 제조업 기업은 음식물 안전과 위생에 주의하고 식기소독과 관리를 강화한다.

10. 외부인 관리: 외부인에 대한 방역관련 요구사항을 작성하고 외부인 來訪 시 신상 정보 등록, 손청결, 체온측정과 마스크 발급 등 방역업무를 차질없이 진행한다. 외부인은 안내 인원의 동반하에 지정된 장소에 이동하고 업무를 보며 휴식 및 식사를 하게 한다.

(셋)  확진자 발생後 방역조치

1. 밀접 접촉자 관리: 제조업 기업은 건강위생 부문 조치에 적극 협조하여 신종 코로나 바이러스 감염으로 인한 폐렴 확진자의 밀접 접촉자에 대해 조사를 진행하고 주택이 있는 자는 자택에서 격리시키고 단체 기숙사에 거주하는 자는 회사에서 단독 숙소를 제공하여 격리시키고 격리기간은 14일이며 매일 2회 체온과 기타 건사상황을 보고하게 한다. 격리 관찰 기간동안 호흡기 증상, 발열, 외한, 무기력, 설사, 결막 충혈 등 증상이 발생 할 경우 즉시 현지 건강위생 부문에 신고하고 규정에 따라 지정된 의료기관에 이송하여 진료를 받게 한다.

2. 소독강화: 제조업 기업은 현지 질병통제센터의 지도하에 확진자가 머물렀던 사무실, 회의실, 기숙사 등 장소의 終末소독과 밀접 접촉자의 집중격리 소독을 진행한다. 구체적인 소독방법은 장수성 위생건강 위원회에서 발표한 <<신종 코로나 바이러스 감염으로 인한 폐렴 終末소독 기술지침(試行)>> 과 <<신종 코로나 바이러스 감염으로 인한 폐렴 확진자의 밀접 접촉자 자가 주택격리 소독 기술지침(試行)>>을 참조한다. 

3. 라인정지관리(필요時): 제조업 기업은 반드시 전염병의 파급 범위와 발전 추세 및 현지 인민정부의 결정에 따라 임시적 라인정지 혹은 폐업 조치를 취해야 한다. 라인정지는 작은 범위에서 큰 범위로의 원칙을 따라야 한다.
