367 SIP Talents Win Honorary Title of "Jinji Lake Double Hundred Talents"


On the afternoon of December 19, Suzhou Industrial Park awarded the fifth batch of 367 "Jinji Lake Double Hundred Talents", including 19 oversea returnees, 124 technological experts, 23 leading figures in science & education, one from high-end service sector, and 200 highly skilled professionals. They received over 120-million-yuan subsidy in total. The officials present at the awarding ceremony included Zhou Naixiang, Deputy Secretary of CPC Suzhou Municipal Committee and Mayor of Suzhou, Guo Lajun, Standing Committee member of CPC Suzhou Municipal Committee and Head of the Organization Department of the CPC Suzhou Committee, and Wang Xiang, Standing Committee member of CPC Suzhou Municipal Committee and Secretary of CPC SIP Working Committee. Yang Zhiping, Deputy Secretary of CPC SIP Working Committee and Director of SIP Administrative Committee, presided over the meeting.

SIP government initiated Leading Technological Talent Entrepreneurship Program in 2007 to encourage professionals to start up innovation-based businesses in SIP, which prepared for Jinji Lake Double Hundred Talents Program launched in 2010. Since then the number of applications and recognitions has increased steadily and the government has certified 1,773 Double-Hundred Talents and 730 Leading Technological Talents.

These government certified talents have registered 536 projects with local authority, recording registration rate of 88.4% and total registered capital of 6.7 billion yuan. Among them, 460 projects have made profit from sales, their total revenue increased by 44.4% to 3.64 billion yuan in 2013, and 20 companies recorded 100-million-yuan sales. They applied for 5,081 patents, among which over 70% are invention patents, got financial support from 256 state, provincial, and municipal programs.

Since its founding, SIP has made talents recruitment, retention, cultivation, and service one of its top priorities in order to promote innovation-driven development. Its efforts have been rewarded with a series of titles and privileges as "National Innovation & Startup Base for High-level Returned Overseas Talents", "National Advanced Post-Doctoral Workstation", and China's only "National Venture Capital Community for Global Experts". The number of its workforce with diplomas of junior college and above ranks the first among national development zones and the number of "Global Experts" in SIP is among the top in the country and accounts for more than 6% of the national total.

In 2014, SIP government issued several opinions on continuously promoting talent-centered development strategy and announced three-year goals of talent work, that is, to gather 300,000 talents (with at least junior college diploma) so that they account for 42% of total working population in three years, to get another 100 "Global Experts" or "Jiangsu High-End Business & Innovation Talent" to work in SIP, and to make SIP an attractive work place for domestic and overseas high-end talents.
