The Overseas Talent Offshore Innovation and Starting-up Base of China Association for Science and Technology (CAST) settled down in SIP Sunday afternoon.

Laid out in a blueprint of "one zone, one belt and four parks", the base is meant to bring offshore innovation and starting-up projects and talents to SIP.

"One zone" refers to SIP, and "one belt" is the offshore innovation and starting-up ecological belt from Qingjian Lake to Dushu Lake along the Jinji Lake entrepreneurship corridor.

"Four parks" includes International Science & Technology Park, Biobay, Nanopolis Suzhou and Nanotech National University Science Park, which will focus on the industrial demands of nano, biomedicine and cloud calculation to propel the construction of the offshore industry innovation center.

Besides, the base will establish the SIP overseas talent offshore innovation and entrepreneurship association and make it the main operational body. The base will next introduce cross-border industrial cooperation projects and resources to actively create the atmosphere of transnational innovation and entrepreneurship.

Shang Yong, secretary of CPC CAST Committee, executive vice president of CAST and first secretary of CAST Secretariat, said that like the process of seed hatching, offshore innovation and starting-up needed a nursery to gather global talents, capital and resources, open the two-way exchange channel for overseas talents and create a sound ecotope for innovation and entrepreneurship.

Guided by the implementation of "Overseas Talent Offshore Innovation and Starting-up Plan", CAST has been driving the pilot program of overseas talent offshore starting-up park since 2015. After Shanghai, Shenzhen, Guangdong province and Wuhan, Hubei Province, Suzhou was approved at the beginning of this year to be the fourth CAST base in China.
