SIP Customs Announces 14 New Supervision Measures

On October 9, Suzhou Industrial Park Customs announced 14 measures to secure the steady growth of foreign trade by further streamlining supervision procedures. Starting from September 11, the number of required documents attached to clearance form reduces from four or five to one.

These new incentives will be effective in facilitating trade, innovating bonded supervision, improving services, and creating a favorable environment for development. The specific initiatives include active participation in the integrated regional clearance platform at Yangtze River Economic Belt Area, extensive cooperation with inspection authorities, and the reform of cross-border e-business. By working together with Suzhou Entry-Exit Inspection and Quarantine Bureau, SIP customs authority hopes to realize "one application, one inspection, and one clearance" by the end of this year.

Thanks to the creative bonded supervision measures, seven global maintenance companies recorded total import and export value of 270 million dollars and some managed to contract new processing and manufacturing projects as a result. 144 companies signed up for SIP's "paper-free" program. Local customs also copies 14 supervision measures and services from Shanghai Pilot Free Trade Zone, among which "in and out & declaration in batches" has been applied at the Integrated Free Trade Zone, and the smart system at check point is able to automatically compare, identify, check, and release the cargos.

Starting from September 11, all the cargos going into and out of SIP Integrated Free Trade Zone are required to upload only one electronic document attached to the clearance form instead of four or five as required before. All the importers and exporters in the operation category of Type AA and declaration category of Type B or above are entitled to relatively low random inspection rate.

SIP Customs also encourages local companies to get AEO (Authorized Economic Operation) from foreign customs authorities, streamlines the procedures for those with high credit, tries out self-management measures at some companies, prioritizes the import of drugs, explores better and more efficient services for such rising sectors as biomedicine and nanotechnology, and hands down the responsibility of small cases to on-site service counters.
