On October 24, Suzhou Industrial Park held a promotion meeting on carrying out comprehensive experiment on opening up and innovation, with the attendance of Wang Xiang, Standing Committee Member of CPC Suzhou Municipal Committee and Secretary of CPC SIP Working Committee.

Shortly before, the State Council issued "Reply to Suzhou Industrial Park Concerning Comprehensive Experiment on Opening-up and Innovation", which was signed by Premier Li Keqiang, approving of the comprehensive experiment on opening up and innovation to be conducted in SIP and making SIP the first such experimental zone in China. This is the second time the State Council issued an official document of major decision concerning the development of SIP, and previously it issued the official approval to the development and construction of SIP in 1994.

The meeting aimed to mobilize all-round implementation of the important decisions of the central, provincial, and municipal authorities, to clarify and reach uniform understanding, and to assign specific tasks in the comprehensive experiment of opening up and innovation.

As is pointed out in Wang's speech, the "reply" of the State Council was not merely granting preferential policies, but more importantly, it offered SIP a great opportunity and a platform to pioneer in experimentations and served as a guiding program for SIP's future development. Wang required that efforts be made to map out specific plans, improve work mechanism, reinforce publicity, and push forward the functional innovations. All the units in SIP should take the opportunity and strive to be pioneers in building a new Jiangsu, and ensure the attainment of all the targets for this year so as to lay a sound foundation for the unfolding of the experiment.
