In 2009, SIP was recognized by Organization Department (of CCCPC) as the "Innovation Base for Start-up of High-level Returned Overseas Talents".

In September 2008, in the assessment of overall investment environment by Ministry of Commerce, SIP ranked top one in terms of talents training among all development zones across China.

The number of talents in SIP with diploma above junior college level has amounted to 143,000, ranking first among all development zones.

SIP has already introduced over 10 renowned universities into the Dushu Lake Higher Education Town, including China Science and Technology University, Renmin University of China, Xi'an Jiaotong University, Liverpool University and National University of Singapore, with a total of 40,000 students and teachers.
