SIP to Promote Knowledge Economy and Recognizes 190 Talents
In order to build Suzhou Industrial Park into a highland gathering high-end international professionals, to make it the top choice for them to start business and to contribute to local knowledge economy, to realize positive interaction between industrial upgrading and HR structural optimization by getting talents through projects and leading industrial growth with professionals, SIP authorities initiated Jinji Lake Double Hundred Talents Program in 2010 and held on the afternoon of January 12, 2011 the first award-granting ceremony at SIPAC Building, recognizing 190 talents, including 11 overseas high-end leading talents, 86 SIP Leading Technological Talents, 33 SIP Leading Sci-Edu Talents, 8 Leading Talents in High-End Service Sector, and 52 leading talents with high professional qualifications.
The Program includes five projects to encourage the leading talents of technologies and high-end service sector, with high professional qualifications and overseas study and work experience to innovate and to start their own businesses. The goal is to recruit annually for five years in a row 200 talents recognized by national, provincial, municipal, and local authorities as well as 200 leading talents with high professional qualifications in strategic sector of nano-tech, three pillar industries of IT, manufacturing, and modern service, as well as five rising sectors of bio-med, nano-optical new energy, software and animation, converged communications, and environmental protection. The talents recognized by the authorities at different levels include "Recruitment Program of Global Experts" launched by the Organizational Department of the CPC Central Committee, 100 Talents Project by Chinese Academy of Sciences, Jiangsu Province High-End Innovation and Business Talents, Gusu Leading Talents, SIP Leading Technological Talents, Talents Specializing in Internationalized Subjects, and Leading Talents in High-end Service Sector. SIP authorities plan to double in five years the total number of high-end talents with at least master degree and senior professional titles and to rank among the top national economic and technological development zones in terms of talent indicators.
In comparison with other talent projects, Jinji Lake Double Hundred Talents Program has three key features. Firstly, this is a program covering extensive fields from high-end management to highly skilled professionals, from researchers to managers, and from manufacturing to modern service. The second is the size of investment. The local authorities promise one million yuan settling-in allowance and 1.5 million yuan support allowance to each from the national"Recruitment Program of Global Experts". While every leading talent in internationalized subjects will get an annual allowance of 400,000 yuan, the leading talent in high-end service sectors including HQ economy, financial institutions, finance management, logistics, service outsourcing, and cultural creation will get 300,000 to 1,000,000 yuan in addition to various allowances of working, house renting, children's education, and training. The third feature is that these talents will play a leading role in promoting industrial development.
Secretary Ma Minglong of SIP Party Working Committee said the Program helped to create a complete high-end talent support system, which is vital to the improvement of local economy. At the same time, this would also create a favorable business environment to get more domestic and overseas top talents to start business in SIP so as to make the area a highland in developing knowledge-based economy.
Three national post-doctoral stations of Suzhou Bingchuang, Centec Networks (Suzhou), and Suzhou Poweron IC Design held a joint plate-unveiling ceremony at the meeting.
