SIP Goes Out of the Way to Collect Talents

Greater demand in electronic IT industry
SIP has since 2003 issued "annual catalogues of industries in demand of talents". The catalogue in 2005 shows the first 5 catalogues being electronics, machinery, light industrial household appliances, computer application, and paper-making. Electronics and IT industries take up 45% of the demands.

After 10 years' development in SIP, IC industry, optical electronics, and electrical machinery have grown into initial scales of industrial chains. In the IC and software industry, for example, the designing of IC and manufacturing of liquid crystal components, assembly and testing of software products keep expanding. It is anticipated that in three years there will be 8 to 10 production lines of chips and 10 more name-brand software enterprises will be introduced into SIP, each with an annual sales of 10 million US dollars, and the number of software R&D enterprises will increase to 500 with 10,000 employees. Recruitment of talents thus becomes the critical factor in such fast growth.

Traveling promotion plays the key role in recruitment
"The local human resources are limited," says Lu Xieming, HR director of Spansion Semiconductor (China) Co., Ltd., "We normally can select one suitable candidate out of 30 resumes, but to recruit special talent, we need 100 resumes to choose from." Lianchuang International Technology staged its recruitment campaign both in Shanghai Office and Suchou Company, and the result was that there were hundreds of candidates in Shanghai while there were only less than a dozen in Suzhou. To attract talents into SIP has become the primary task for SIP's development.

SIP has organized 3 nation-wide networks of HR recruitment. On the network of Jiangsu Province, qualified graduates from vocational technical schools will be recruited to provide over 100 technical workers for newly-established enterprises each at a time, and on the national network, 200 workers are assigned to each enterpise at a time. The third is that the SIP medium talent recruitment division in liaison with various HR markets of the country will organize recruitment meetings twice a month to send experienced managerial personnel and skilled workers to SIP enterprises from different locations of the country.

Two ways are being followed in introducing high-level talents:recruitment overseas and direct recruitment from different institutions of higher learning across the country. About 200 students from overseas have been introduced in the past two years, and 30 enterprises set up by returned overseas students. The circular recruitment campaigns have been organized successfully 3 times among universities all over the country as the major form of recruitment. Last year, a recruitment delegation, composed of 102 HR managers and technical backbones of some 40 enterprises, traveled to 13 major universities (Dalian Institute of Technology, Northeast University, Jilin University, Ha'erbin Industrial University, Xi'an Jiaotong University, Xi'an University of Electronic Technology, Chengdu University of Electronic Technology, Northeast China University of Technology, China University of Technology, Hefei Industrial University, Zhejiang University, Nanjing University, and Southeast University) with offer of 1,500 job posts to applicants of mainly electronics, telecommunications, machinery, civil engineering, electrical machinery, automation, environmental protection, and foreign languages. About 3,000 students signed initial agreement after on-spot interviews, and the enterprises subsequently sent employment contracts to over 1,300 students.

Social security as guarantee to retain talents
SIP has specially designed a "Youth Commune" to solve the problem of living quarters for young people from other cities. The 250,000 square meters' "commune" is divided into living quarters and business and sports areas, and every has only to spend 150 to 200 yuan RMB per month to live there.

What specially counts for the employees is the social security system based on provident fund system adapted from the experience of Singapore. 3 types of social security plans are formulated according to different industries, enterprises, and employees, with contribution rates fixed at 44% (Type A), 36% (Type B), and 28% (Type C). The enterprises may choose to participate in any type of plans. The employer and employee  will each pay 22% of the wage of the employee to the personal account of the employee, in which 5% belongs to the general welfare, 8 to 16 % to medical account, 4% to retirement account, and the rest 75 to 83% to ordinary account to be used in house purchasing and leasing. The greater proportion of the ordinary account offers the ideal solution for housing. According to incomplete statistics, 2,501 members of the provident fund system bought houses by the ordinary account, and 2,027 members repay the house loans from their ordinary accounts in the past three years. Besides, in case employees leave SIP, they will enjoy the benefit of withdrawing all the money from their personal accounts with the exception of 5% general welfare.

Arrangements of campus recruitment for the year 2006
The university campus recruitment will cover 14 cities, and 130 enterprises are expected to participate in the circuit recruitment campaign with demand for 3,000 employees. The traveling routes will be divided into 4: northeast, northwest, central south, and east China routes. The added schools  for the year are Xiamen University, Zhongshang University, South China University of Technology, and Shangdong University.
Northeast route: Dalian (Dalian University of Technology), Shenyang (Northeast University), Changchun (Jilin University), Ha'erbin (Ha'erbin University of Industry). Schedule: Oct. 28-Nov. 5.

West route: Wuhan (Central China University of Technology), Xi'an (Xi'an University of Electronic Technolgoy, Xi'an Jiaotong University), Chengdu (Chengdu University of Electronic Technology). Schedule: Nov. 11-19.
Central south route: Xiamen (Xiamen Universtiy), Guangzhou (South China University of Technology, Zhongshang University), Changsha (Central South University). Schedule: Nov. 10-17.

East China route: Hangzhou (Zhejiang University), Nanjing (Nanjing University, Southeast University), Hefei (Hefei University of Industry), Jinan (Shangdong University). Schedule: Nov. 22-30.
